Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree in accounting, auditing, or taxation and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles;
OR a bachelor's degree with 24 semester credit hours in accounting, auditing, or taxation courses and two years of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles;
OR A master's or higher degree in accounting, auditing, or taxation and one year of professional experience in accounting/auditing or financial internal or field auditing, where you were responsible for the full range of activities in the design and/or review, analysis and management of accounting systems, resulting in the preparation of, or recommendations on, financial statements in accord with generally accepted accounting principles;
OR a currently valid Certified Public Accountant license and registration issued by New York State.
Experience NOT considered qualifying are activities restricted to teaching, bookkeeping, maintaining/auditing payroll records or accounts receivable/accounts payable, or preparing tax returns.
COMPETITIVE MINIMUM QUALIFICATIONS:
Must be reachable on the New York State Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent or contingent permanent in an eligible title for transfer determined to be similar by Civil Service. For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title is transferrable.

Duties Description Following guidance from Director/Asst. Director and AVP Dept. Operations, the candidate will:
• Review procurement contracts for compliance with agency regulations, calendar and follow up on outstanding field visit reports from housing reps, supervisors, and housing companies/agents;
• Establish and maintain database for housing company reporting, including but not limited to, vacancy reporting and monthly cash reporting, and Co-op board meeting minutes;
• Assist in the preparation of risk assessments and watch list, create unit wide reports
with metrics, and preparation of departmental correspondence and memos;
• Additionally, will be tasked with annual agent extensions, and follow-up maintenance and upkeep of Mitchell-Lama designated website area;
• Travel may be required throughout NYS for visits to housing companies.

If you are new to the state, your starting salary will be $65,001 plus $3,400 in location pay.
