Minimum Qualifications Law degree from an accredited law school; admission to, and member in good standing of, the New York State Bar; and seven years of relevant post-bar experience.

Duties Description Under the general direction of the Executive Director at the Division of Alcoholic Beverage Control/State Liquor Authority (ABC/SLA), the Special Advisor will act as a key advisor to on priority policies, programs, and initiatives in addition to managing ethics and risk.

Duties will include, but are not limited to, the following:
• Coordinates and monitors the planning, design, and development of new and/or modifications to existing projects, programs, and activities.
• Manage special projects and recommendations, including completion of short-term, medium-term, and long-term projects.
• Research, collect, review, and analyze information involving highly sensitive and confidential issues impacting agency objectives.
• Works with management, counsel, and others to identify gaps and areas for potential improvement, and remedies for identified issues.
• Monitor performance indicators to measure impact of initiatives, identify new initiatives, and proactively detect potential risks and issues.
• Assist in the responses to unexpected events that may negatively affect the agency’s mission and coordinate responses in a timely manner.
• Provide oral and written counsel to program staff and develop and revise regulations.
• Provide legal counsel, advice, and strategies in support of the mission, goals, and objectives of ABC/SLA.
• Draft memoranda, briefs, reports, presentations, and other work products, incorporating research and analysis from internal and external sources.
• Brief agency leadership regarding licensing, compliance and regulatory matters as needed.
• Attend meetings as needed and communicate both internally and externally.
• Ensure the development of reporting methods is sufficient to track and monitor all compliance litigation and requests for legal opinions.
• Advise agency leadership on challenging areas.
