Minimum Qualifications A bachelor’s degree and nine years of progressively responsible experience in health systems and/or provider operations. Four of the nine years must have been at the managerial level with decision-making and oversight responsibility for a hospital or major health related organization.
A master’s degree or J.D. may substitute for one year of the progressively responsible experience. A MD or Ph.D. may substitute for two years of the progressively responsible experience.
Preferred Qualifications: Experience in the Executive Branch within a healthcare system, organization or provider operation with experience setting the goals, policies, and procedures of the organization and overseeing hospital and/or healthcare transformation efforts; experience evaluating community health care needs, as well as designing, implementing, evaluating, and/or overseeing health care provider transformation initiatives to better meet community needs; experience overseeing implementation of hospital subsidy programs and management of accountability for State funding; experience overseeing financial and budgetary operations of a hospital or health care provider group; experience in negotiating and approving contracts and other agreements; strong organizational, communication and interpersonal skills; critical thinking, analytical and writing skills, ability to manage multiple priorities; experience in managing programs and supervising staff; excellent presentation and team building skills; and knowledgeable about hospital services, public health issues, existing and proposed health care provider payment issues and methodologies at the Federal and State level.
Duties Description The Director for the Bureau of Hospital Transformation and Planning will serve as the Special Advisor to the Commissioner and will direct a team of Department of Health (DOH) provider relationship managers responsible for relationships with hospitals and other health care providers in assigned regions. The Director and team will be responsible for possessing intimate knowledge of provider transformation plans, licensure status, regulatory compliance, and other topics as necessary to support transformation of the healthcare delivery system. The Director and team will be expected to coordinate closely with and support the Office of Health Insurance Program (OHIP) financially distressed hospitals team. Duties for the Director include but not limited to:
Relationship Management: Create and manage a team of relationship managers responsible for developing relationships with assigned providers and closely monitoring provider performance in areas including but not limited to quality, safety, and inspection performance. In addition, the team will develop a deep knowledge of the provider’s strategic plans, quality and operational initiatives and financial standing. The Director and relationship managers will use this expertise to support cross-agency work with these providers. Reporting directly to the Deputy Director of OPCHSM, be responsible for managing and leading all administrative and operational functions of the Bureau.
Funding Accountability: The Director and relationship managers will be active participants with OHIP in discussions with providers receiving or seeking subsidy funding from the State. Provide management and coordination of provider transformation efforts, including facilitation and monitoring the implementation of distressed provider transformation plans and oversight of any consultants retained to support the Department with these activities. Maintain expertise regarding Statewide Capital funding and monitor performance with respect to meeting capital grant award deliverables.
Provider Reporting: Remain apprised of provider reporting compliance including but not limited to Institutional Cost Reports (ICRs), quality measurements, and Health Electronic Response Data System (HERDS). And support efforts to bring providers into compliance with required reporting.
Hospital System Analyses: Develop data-driven perspectives on the healthcare needs of each region of the state, and evaluating the extent to which the existing health care providers are meeting these needs, and the extent to which potential transformation initiatives could better meet these needs. Develop metrics that enable DOH relationship managers to gain depth knowledge of provider regulatory compliance, as well as clinical and operational performance. This shall include but not be limited to specialty service lines provided, regional market share, and strategic plans. The team will also be responsible for preparing analyses that determine if providers are meeting the community need for such services. Develop, lead, and direct both routine analysis and ad hoc requests for financial and operational analyses of health care providers from key internal stakeholder groups including the Office of Health Services Quality & Analytics (OHSQA), DOH Surveillance Divisions, the Data Management, Analysis and Research Group (DMAR), Chamber, and Division of Budget. And in collaboration with the Center for Workforce Innovation, the Director shall also maintain knowledge of provider workforce challenges in the region and the impact on provider performance.
Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
