Minimum Qualifications Non-Competitive: A minimum of 30 credit hours, including at least eight credit hours in Chemistry, and six years of progressively responsible experience* in the research and evaluation of technology used in the speed enforcement and alcohol measuring field and in the maintenance and certification of highway safety instruments used, including one year of specialized experience in microcomputer instrument repair at the component level and one year of experience in supervision.
*College level study in the field of engineering, technology, chemistry, physics or electronics may be substituted for general experience on a year-for-year basis with 30 semester credit hours equaling one year of experience up to a maximum of an additional three years.
Duties Description The Highway Safety Equipment Technical Supervisor, SG-23, functions as a supervisor over Highway Safety Equipment Technicians 1 and 2, administrative support staff, and may supervise consultants. The incumbent will supervise the calibration, repair, maintenance and certification of impaired driving detection and speed enforcement instruments, provide technical assistance to management in evaluating new technologies used in these classes of instruments considered for purchase; oversee the purchasing and quality control of inventory used in the repair and maintenance of breath alcohol detection instruments, speed enforcement instruments, and other impaired driving detection instruments; provide expert courtroom testimony on the processes and procedures to certify the instrumentation; may perform all job duties associated with the Highway Safety Equipment Technician positions; along with other duties as needed. Specific duties include, but are not limited to:
• Functions as a lead technician and supervisor over the Highway Safety Equipment Technicians 1 and 2.
• Communicates with law enforcement organizations regarding compliance with Highway Safety Technology Unit program requirements.
• Supervises the evaluation of speed enforcement, breath alcohol and other impaired driving detection instrument samples, and maintains appropriate evaluation records.
• Supervises the evaluation of Doppler Radar and Light Detection and Ranging (LIDAR) speed measuring devices, evidential infrared breath analysis devices, screening breath analysis devices, and associated test equipment used in law enforcement agencies.
• Reviews and confirms recommended specifications for speed enforcement, breath alcohol, and other impaired driving detection instruments.
• Supervises the certification of new instruments for accuracy and reliability in accordance with published standards.
• Supervises the repairs of speed enforcement, breath alcohol and other impaired driving detection instrument, and the generated documentation of appropriate repair records by staff.
• Supervises and reviews the evaluation, validation, and acceptance testing of speed enforcement, breath alcohol and other impaired driving detection instruments and their appropriate software.
• Ensures laboratory instruments and laboratory test instruments including thermometers, oscilloscopes, multimeters, frequency counters, output power meters, and instrument specific test systems are maintained.
• Ensures a variety of electronic computerized simulation instruments used to diagnose, troubleshoot, repair, and calibrate speed enforcement, breath alcohol, and other impaired driving detection instruments are maintained.
• Supervises remote troubleshooting of Data Master DMT instruments, or similar evidentiary instruments, located in municipal police agencies across New York State.
• Conducts reviews of documentation for all testing, repair, maintenance, and calibration work performed on speed enforcement, breath alcohol, and other impaired driving detection instruments received.
• Provides, when necessary, expert courtroom testimony on the theory, use, maintenance, repair, and calibration of instruments.
• Coordinates communication with manufacturers to stay abreast of any new changes in design, development, or service requirements of highway safety instruments.
• Performs the full range of supervisory responsibilities.
Additional Comments Approximately 5% to 10% travel is required. Some positions may require travel to locations not serviced by public transportation. An employee telecommuting program is available. Appointment will be temporary pending finalization of non-competitive classification. A permanent non-competitive appointment will be made as soon as practicable.
