Minimum Qualifications MINIMUM QUALIFICATIONS:
To be considered for appointment, candidates must possess ONE (1) of the following minimum qualifications:

• Either a bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Linguistics, Translation Studies, Social Sciences, or a related field AND at least two years of professional experience* in language access services, translation, interpretation, public administration, equal opportunity, diversity and inclusion, human rights or a related field, which must include experience in managing or coordinating language access programs, and/or translation and interpretation services.

OR

• Six years** of professional experience in language access services, translation, interpretation, public administration, equal opportunity, diversity and inclusion, human rights or a related field, which must include experience in managing or coordinating language access programs, and/or translation and interpretation services.

*Substitution: A master’s degree or higher may substitute for 1 year of qualifying experience.

** Substitution: An associate’s degree from an accredited institution may substitute for two years of qualifying experience.

Duties Description The New York State Education Department (NYSED) is seeking candidates for an Education Specialist position that will serve internally as NYSED’s Language Access Coordinator within the Office of Human Resources Management. The incumbent of this position will play a crucial role in ensuring that the New York State Education Department (SED) complies with the state's language access laws. This position is integral in providing vital language translation and interpretation services, ensuring that all New Yorkers can access government services and benefits regardless of their English proficiency. The incumbent will work closely with the Office of Language Access within the Office of General Services to implement and maintain SED's language access policies effectively. Duties of this position include, but are not limited to, the following:
• Compliance and Coordination: Ensure SED's compliance with the language access law by working with the Office of Language Access. Develop, update, and implement SED's Language Access Plan every two years in collaboration with agency colleagues and the Office of Language Access;
• Document Translation: Identify and classify vital documents that need to be translated into the twelve most common non-English languages spoken by limited-English proficient individuals in New York State. Collaborate with the Office of Language Access to determine additional languages for translation beyond the top twelve, if necessary;
• Staff Training and Support: Provide annual training to SED employees on language access policies and the provision of language assistance services. Offer ad hoc training and resources regarding the use of interpretation and translation vendors, including best practices for different interpretation methods;
• Monitoring and Reporting: Complete monthly vendor deficiency reports and submit them to the Office of Language Access. Monitor and address language access complaints, ensuring resolutions are communicated to the Office of Language Access. Prepare and submit an annual report on language access services to the Office of Language Access;
• Public Notification and Accessibility: Maintain and update SED's language access webpage(s) with the assistance of internal or external digital teams. Notify the public about available language assistance services and how to access them;
• Procurement and Contract Management: Work with SED's Procurement team to ensure necessary contracts and purchase orders for language services are in place; and
• Meetings and Collaboration: Attend quarterly meetings with the Office of Language Access to discuss compliance and other relevant issues. Serve as the primary point of contact for all matters related to the provision of language services within SED and liaise with the Office of Language Access.

This will be a temporary appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
