Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)

NY HELPS: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.

Preferred Qualifications: CERTIFICATIONS/LICENSES: New York State Paramedic Certification preferred but not required; New York State Certified Instructor Coordinator or Certified Lab Instructor. EXPERIENCE: Minimum of two (2) years of experience in health services administration, curriculum administration, program evaluation, or education administration, preferably in the field of emergency medical services or healthcare; Experience in conducting compliance reviews, investigations, or audits related to educational programs; Knowledge of EMS education and examination standards, regulatory requirements, and industry best practices; Demonstratable experience conducting quality assurance audits and developing corrective action plans SKILLS/KNOWLEDGE/ABILITIES: Knowledge of state regulations related to EMS licensing and credentialing; Excellent communication and coordination skills to effectively manage interactions with a diverse array of internal and external stakeholders, including healthcare facilities, emergency responders, and public safety agencies; Proficiency in data management and reporting; Strong problem-solving and decision-making abilities.

Duties Description The Health System Specialist 1 serves as a Unit Specialist in the Practitioner Licensing and Credentialing Unit within the Education and Training Branch of the Division of State Emergency Medical Services. This role involves processing licensing and credentialing applications, ensuring compliance with regulations, conducting quality assurance audits, and supporting stakeholder communication. The position requires significant time reviewing and making determinations for the approval of CME recertification applications, contributing to the overall efficiency and quality of the unit’s operations.

MAJOR FUNCTIONS & ASSOCIATED DUTIES

Course and Instructor Management: Approval and monitoring of EMS courses, including paperwork, modifications, and cancellations; Verify student eligibility for EMS courses; Track and audit EMS instructor internships, certification/recertification, and regional faculty appointments; Support the application, auditing, and updates for course sponsors.

Program Surveillance and Review: Conduct program surveillance and review of EMS courses and instructional standards; Process test requests, address testing issues, and process examination results; Coordinate and administer psychomotor examinations for EMS certification; Ensure compliance with ADA requirements and process accommodation requests; Assist in the development of written EMS certification examinations.

Licensing and Credentialing Operations: Process verifications and reciprocity applications for EMS practitioners; Assist in the issuance of certification cards and military extensions; Handle duplicate card requests and updates to practitioner information, including name and/or address changes; Review and make determinations for the approval of CME recertification applications for EMS practitioners.

Quality Assurance and Compliance: Monitor and evaluate the accuracy and efficiency of licensing and credentialing processes; Assist in developing and implementing quality control measures to ensure compliance with state and federal regulations; Conduct regular audits of unit operations and implement corrective actions as needed; Audit CME recertification programs and participant applications to ensure compliance; Prepare and present reports on unit performance and compliance.

Stakeholder Communication and Engagement: Serve as a point of contact for internal and external stakeholders regarding practitioner licensing and credentialing; Facilitate communication and collaboration with other units, state agencies, and EMS organizations; Address and resolve stakeholder inquiries and issues in a timely manner; Represent the unit in meetings and public forums as needed.

Staff Services and Development: Assist in the processing of claims for payment from course sponsors and agencies; Ensure accurate and timely submission of claims and related documentation; Maintain comprehensive records of all transactions and communications; Assist in training and mentoring junior staff within the unit; Support team collaboration and the achievement of unit goals; Perform general administrative tasks to support the unit’s operations; Undertake other tasks as assigned to meet the core functions of the unit.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is part of the NYS HELPS program. No examination is required.

This position may require travel throughout New York State including overnights to areas not served by public transportation.
