Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive
appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.


If you are hired via HELPS, at a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive
employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

Competitive Minimum Qualifications:
Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Information Technology Specialist 2, SG-18; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-16 or higher, and eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law.

Non-Competitive Minimum Qualifications:
A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; or a bachelor's or higher-level degree in any field and one year of experience in information technology; or 60 semester credit hours including or supplemented by 15 semester credit hours in computer science and one year of professional experience in information technology; or two years of professional experience in information technology.

Preferred Qualifications: Degree in cyber security or college level classes in cyber security or professional experience in cyber security.
• Excellent oral and written communication skills, including the ability to clearly articulate information technology and information security concepts.
• Demonstrated critical thinking, problem solving and analytical skills.
• Ability to work independently as well as in a team environment.

Duties Description Specific duties will include but not be limited to the following:

• Assists in administering/evaluating security controls and security plans to meet agency security procedures and policies;
• Assists in the development and communication of policies, procedures and standards to ensure all security requirements (software, facility, application etc.) are enforced across all program areas;
• Supports the day-to-day operations and activities of the bureau;
• Assists in the development and implementation of information security incident response plans and procedures;
• Participates in meetings and works with agency management, users, vendors, consultants, and IT staff to discuss IT solution options and assists in recommending appropriate system platforms for meeting program requirements;
• Assists in the investigation of security incidents and violations and oversees the remediation and reporting of these events;
• Assists with the training of Department staff on security rules and regulations governing DOS applications and state and federal regulations;
• Assists in the review and validation of all technical documentation related to information security;
• Monitors systems and reports security breaches through the appropriate escalation process;
• Manages and monitors activities performed by subordinate staff, contractors and consultants;
• Participates in internal controls reporting; and
• Other duties as assigned.

Additional Comments Reporting to the Bureau Director of Security, Privacy and Compliance, the Information Technology Specialist 2 will be responsible for supporting the oversight and enforcement of all federal and state laws, regulations, policies and procedures governing security. The incumbent will also support the evaluation of security plans for all systems/vendors handling Medicaid data and support the day-to-day operations of the unit and participate in projects as requested. The incumbent will provide direction and oversight to the state and contract staff supporting the bureau.
