Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Six years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.

Substitution: An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree can substitute for five years of experience; and a doctorate in a related field can substitute for seven years of experience.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 16 or higher eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 16 or higher eligible for transfer and determined to be administrative by Civil Service.

SUBSEQUENT 55 B/C QUALIFICATIONS:
A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 16 or higher. To be considered, you must provide a copy of your letter of eligibility with your response.

55 B/C QUALIFICATIONS:
Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

Duties Description The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the Centers. Reporting to higher-level program or agency administrative staff, the duties of the Program Outreach Specialist 1 may include, but are not limited to the following:

• Functioning as a public face of the State of New York for jobseekers and as an employment resource for community-based organizations and educational institutions in assigned region(s).
• Providing guidance, information and resources to stakeholders related to identifying and securing employment opportunities with New York State.
• Demystifying and explaining in plain language the Civil Service Merit System for jobseekers.
• Representing the Department of Civil Service at job fairs and community events, including registration, setup, attendance, takedown, and follow-up activities (such as documentation of activities/outcomes).
• Creating and maintaining profiles and resumes of individuals interested in finding employment and connecting jobseekers with employment opportunities in NYS government based on those profiles.
• Collaborating with community-based organizations/educational institutions, developing, maintaining, and building on existing relationships.
• Developing and maintaining a database of regional organizations, including but not limited to community-based organizations/educational institutions.
• Assisting with special recruitment projects to promote specific opportunities.
• Providing individualized and group support to stakeholders regarding accessing and navigating systems related to NYS employment.
• Communicating appropriate guidance to stakeholders regarding applicable employment-related policies.
• Providing accurate and responsive communication to inquiries from stakeholders.
• Promoting workforce initiatives related to NYS employment.
• Collaborating with State agencies that have a presence in the region to identify and communicate job opportunities and outreach initiatives.
• Performing assigned activities with relative independence and exercising good judgment and professional discretion.
• Conducting onsite and offsite trainings/workshops, attending job fairs within the region, and holding in-person office hours and virtual appointments.
• Maintaining local inventory to ensure that supplies are available for outreach and recruitment activities.
