Minimum Qualifications NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS:
Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Community Services Program Analyst 1. If 3 or fewer qualified Department of State Community Services Program Analyst 1 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Community Services Program Analyst 1 without further examination.

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

COMPETITIVE MINIMUM QUALIFICATIONS:
Permanent competitive service as a Community Services Program Analyst 1 or one year of permanent competitive or 55-b/c service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

55 B/C QUALIFICATIONS:
Current permanent non-competitive state employees certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

PREFERRED QUALIFICATIONS:
Community Services Program Analyst must demonstrate adequate proficiency for the task, including:
• Has direct Supervisor experience of three years or more.
• Has at least one year of experience with state or federal funding
• Has at least one year experience with completing or reviewing contracts or budgets.
• Has at least one year experience in monitoring of compliance for federal or state rules, regulations or laws.
• Has experience that required professional communication or received communication training.
• Experience in developing and conducting trainings.


Duties Description The Community Services Program Analyst duties in Community Services will include but are not limited to the following:
o Develop training curricula and informational material related to contract development, procurement development, and other operational process for review.
o Develop and participate in quality assurance and monitor improvement to practices within the ARU.
o Analyze and review new legislation and regulations, to determine the impact on Division operations, recommend strategies, policies, and practices to integrate with existing guidelines for audit preparation.
o Assist the Division with audit preparation, identifying risk and accessing systems.
o Assist with examining internal controls and evaluate supporting documentation to make improvements to division systems and processes.
o Assist with developing internal processes according to guidelines, standards and procedures.
o Track status of contracts and identify issues with processing, work with Division to staff and/or subrecipient to facilitate addressing concerns.
o Work with procurement and have a working knowledge of procurement guidelines, policies and procedures.
o Provide direction, oversight, and training to team members to ensure understanding of procurement policies and consistent application of those policies.
o Assist with drafting Request for Proposals (RFPs), Request for Applications (RFAs), single and sole source justifications for projects hosted by the Division.
o Review proposed contracts and amendments for fiscal and programmatic integrity adherence to state and federal mandates.
o Evaluate and identify training needs for team members and external partners and coordinate training activities with other supervising Analysts.
o Oversee the creation and maintenance of “how to” guides templates, instructions, documentation to assist team members with functions of the Administrative Review Unit.
o Draft written responses to interested parties on contract awards and contract status.
o Develop and maintain a working relationship with program, fiscal, legal, and administrative staff.
o Supervise staff assigned to the Administrative Review Unit.
o Approve discretionary vouchers for processing and develop a quality assurance process for accuracy and timeliness of voucher review submissions.
o Develop quality assurance process for Vendor Responsibility Questionaries reviews.
o Document audit concerns and issues identified by funders and recommend operational process to mitigate risk and assist with implementing internal controls.
