Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Promotional Minimum Qualifications:
You must be a qualified employee of New York State and have 1-year of permanent competitive or 55-b/55-c service as a Program Research Specialist 1.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
A bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional* research experience in:
The collection and evaluation of quantitative data directed toward review and analysis of program operations.

COMPETITIVE MINIMUM QUALIFICATIONS: Eligible for transfer under Civil Service Law OR Reachable on the appropriate eligible list for this title and location in accordance with the provisions of Civil Service Law, Rules and Regulations.

Duties Description Under the general direction of a Program Research Specialist 3 or other managerial official. The Program Research Specialist 2 position is a working supervisor that secures and provides factual and evaluative material and advice needed to direct agency programs.

The Program Research Specialist 2 supervises Program Research Specialists 1 and/or other clerical or professional staff.

Program Research Specialists 2 plan the creation of studies and the collection of data. They will also be responsible for the analysis and evaluation of the data, and report findings on current or proposed operating programs, and on policies and legislation related to such programs, to evaluate actual or potential effectiveness in achieving program objectives. Program Research Specialists 2 will participate in Department-wide initiatives and projects as needed and report progress, issues, and risks to supervisors. Program Research Specialists 2 communicate, both orally and in writing, with a variety of individuals and groups including program research staff and management officials. Program Research Specialists 2 may assist a Program Research Specialist 3 in managing special projects and new tasks to meet both Tax Department and OTPA’s Operational Plan.
