Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:
Candidates must have a bachelor's degree and two years of professional experience in budget estimation, justification, and expenditure control functions.
Transfer:
Candidates must have permanent status as a Senior Budgeting Analyst, Grade 18 and be eligible for lateral transfer OR be eligible to transfer via Section 70.1 of the Civil Service Law.

Duties Description The Office of Mental Health (OMH) is recruiting to fill a Senior Budgeting Analyst, Grade 18, position in the Hudson River Field Office. The incumbent will provide technical budget and fiscal assistance to County Departments of Mental Health and to community providers who receive State Aid for community-based mental health programs. Specific duties to be performed may include, but are not limited to, the following:
Manage the review and approval of OMH Hudson River Field Office Direct Contracts. Tasks include assistance to community providers in completing NYS Grants Gateway documentation and reviewing budget documents. Other related tasks include provider outreach and the monitoring and documenting of contract completion within OMH’s Aid to Localities Financial System (ALFS).
Work with OMH Community Budget and Financial Management (CBFM) to provide assistance to providers, counties, and Field Office staff regarding budget-related initialtives and concerns.
Work with Field Office and county leadership on county or provider funding requests including funding requests for new programs or reallocation of existing resources.
Review one-time/emergency property-related requests, leases for licensed residential programs, and property cost worksheets.
Review budget submissions and related information to assist in the scoring of provider responses to OMH Requests for Proposals (RFP’s).
Work with the 16 counties in the OMH Hudson River Region on preparation of the County Allocation Tracker budgeting tool (CAT) and assist with State Aid Letter related issues.
Review and comment on budget documentation submitted with Prior Approval Reviews (PAR) for new or expanding OMH licensed programs.
Participate in special projects and meetings as required.
Additional Comments The salary listed applies to candidates appointed to Senior Budgeting Analyst, SG-18. The salary for candidates appointed to Budgeting Analyst Trainee 1 starts at $49,363 and, for current New York State employees, is based on the candidate’s salary at the time of hire.
