Minimum Qualifications MINIMUM QUALIFICATIONS:

Bachelor’s degree in an art or design field such as art, drawing, painting, illustration, digital design, or interactive media;

or

Associate degree in the same fields and four years of experience.

PREFERRED QUALIFICATIONS:

• Bachelor’s degree in graphic design, web design, digital media or related field with at least two years experience, or an associate degree in the same fields with at least four years of graphic design experience
• In-depth knowledge of graphic design, video editing, web development and other applications and industry best practices.
• Proficiency in Adobe Creative Suite (Photoshop, Illustrator, InDesign, XD).
• Ability to create visually appealing graphics for web, social media, and print.
• Experience with content management systems (CMS) such as WordPress, Drupal, or Joomla.
• Knowledge of HTML and CSS a plus.
• Must be able to multitask, work well under pressure and adjust to changing deadlines/priorities.
• Strong organizational and time management skills, with the ability to manage multiple projects simultaneously.


Duties Description DUTIES DESCRIPTION:

Working under the direction of the Public Information Specialist 2 and closely with other Communications Division staff within the NYS Higher Education Services Corporation (HESC), the Graphic Designer 2 will be responsible for providing graphic design to support development of higher education publications and reports on higher education trends, policies, issues and outcomes statewide and for communication, marketing and publication materials within the Communications Division. The incumbent will personally handle and coordinate creative graphic design projects targeted toward multiple audiences (including the NYS Division of the Budget, Governor’s Office, NYS legislators, think tanks, the public, and others vested in the higher education community). The Graphic Designer 2 will be responsible for working with a team of communication and publication specialists to develop high-end graphic design and the layout of print and digital documents to enhance and support HESC strategic goals.
Duties include, but are not limited to the following:

• Serve as a lead designer on HESC’s design projects with particular emphasis on projects with high visibility.
• Manage, coordinate, design, layout and create print and digital materials, including but not limited to, publications, reports, presentations, factsheets, newsletters, websites, marketing and event materials.
• Design visualizations for infographics, exterior and interior art and programming of data tools.
• Develop original design concepts and execute from inception to execution; and modify existing HESC communication materials as needed.
• Collaborate with communication and publication specialists on ideas and special projects and work with Executive staff and HESC managers.
• Design and present mock-ups of designs for both print and web.
• Review work to verify the precision and accuracy of artwork prior to distribution and ensure adherence to all NYS branding guidelines.
• Proofread material containing copy and graphics and material produced by staff within the Communications Division or other areas of the agency.
• Lead and complete special projects as requested by executive management and provide creative support for other HESC business units.
• Research creative design trends to ensure that materials are in-line with current trends.
• Take photographs and other images to be used in multiple media; set up lighting and capture images appropriate to HESC’s targeted audience.
• Oversee procurement of supplies, software, equipment and other services needed; draft requests for proposals and assist in evaluating bids for creative products and services.
• Review agency publications and make design adjustments to improve readability and better convey messages to HESC’s target audience.
• Maintain a library of artifacts (e.g., photos, logos, illustrations, etc.) and ensure efficient storage and access for easy retrieval by staff.
• Review web content to ensure it is engaging, compliant with HESC standards and branding, and appeals to a broad audience, including high school students, parents, and college administrators.
• Facilitate Drupal and SharePoint website updates to ensure that content is accurate and up-to-date.
• Determine priorities and manage workflow to ensure production requirements and deadlines are met.
• Complete other projects, as assigned.
