For appointment to the Program Research Specialist Trainee 1 you must have:
A bachelor's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, *mathematics, research methods, or statistics.
Qualifying mathematics courses will include actuarial science, finance, and mathematics.
For appointment to the Program Research Specialist Trainee 2 you must have:
Either 1. One year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations. OR
2. A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, *mathematics, research methods, or statistics.
For appointment to the Program Research Specialist 1 Full Performance Level you must have:
Either 1. Two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations. OR
2. A master's degree or higher including or supplemented by nine semester credit hours in biostatistics, data analysis, or data modeling, economics, econometrics, *mathematics, research methods, or statistics AND one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level grade 18 position.
Duties Description • Perform project management activities for small or medium scope projects, from origination through closeout following industry best practices.
• Use pre-existing project management plans and documents to coordinate and support the activities of a project. Develop work products based on the project sizing guidelines.
• Participate in reviewing project proposals or plans to define scope statements; determine project start and end dates and establish critical milestones within the project schedule; record quality metrics concerning the project and product performance; compile project reports.
• Implement all aspects of the project including scope, cost, quality, vendor management, human resources, communications, organizational change management, training, contingency planning, development, and integration.
• Perform risk planning and analysis. Develop and implement formal risk mitigation plans.
• Identify and resolve issues with project team and escalate appropriately.
• Initiate, record, assess, approve, and resolve project changes in a controlled manner.
• Provide regular status reports, highlighting accomplishments, plans, risks, and issues to project team members and senior management.
• Interact with stakeholders and coordinate the activities of the project team to ensure that the project objectives are met, and lead or facilitate project meetings.
• Oversee the development of requests for proposals (RFP).
• Assist a higher-level Project Manager or program area manager on more complex projects.

• Experience managing projects with the use of a formal methodology.
• Experience managing projects in OSC and/or NYS government.
• The ability to work with others to analyze problems quickly and develop the best solution.
• Excellent communication skills and attention to detail.
• Ability to facilitate meetings and present training materials to large stakeholder audiences.
• Familiarity with NYS procurement processes.
• Business skills including coaching, working in teams, negotiating, facilitating.
• Good organizational skills, and able to set priorities when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills.
• The ability to be flexible, to adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments.
• Project management training, preferably certified by the Project Management Institute.
• Proficient in Office 365 (Outlook, Project Word, Excel, PowerPoint); experience with Microsoft Teams, IBM Rational.
Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
