To qualify for transfer under Section 70.4 of Civil Service Law, candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG-11 or higher; a bachelor’s degree or higher in correctional studies, criminal justice, criminal science, criminology, forensic mental health, forensics, justice studies, law and society, law enforcement, legal studies, psychology, public justice, sociology, or a related field; AND a passing score on a current or previous PCO or PATT exam.

The Criminal Justice Program Specialist Trainee 1 will be assigned to the Office of Forensic Services (OFS). Throughout a two-year traineeship period, the Criminal Justice Program Specialist Trainee will undergo extensive on-the-job training with supervisory guidance to gain the necessary knowledge and skills to perform the activities listed below associated with the DNA Databank. There is a rigorous verification procedure to ensure that only DNA samples that are authorized by law are included in the DNA Databank. OFS reviews nearly 40,000 DNA submission forms each year to determine eligibility based on applicable laws. Incumbents will perform extensive reviews of criminal history records, other criminal justice agency records and governing laws to verify eligibility of DNA submissions for retention in the DNA Database; offender eligibility data will then be manually entered into the DNA Management System. The Criminal Justice Program Specialist Trainee will also provide training to law enforcement regarding compliance and DNA sample collection techniques; keep up-to-date and apprised of the laws governing the authority to retain DNA samples; coordinate with the State Identification Bureau to confirm the identity of the submitter through fingerprint comparison; compile and compare current criminal justice data to identify qualifying offenders who are required to provide a DNA specimen but have yet to do so; track agencies with low collection rates and assist agencies with outstanding collections; periodically audit DNA Databank records to verify accuracy and compliance with eligibility, retention requirements and ensure compliance with relevant state/federal guidelines and program goals; and prepare reports for the Director and management as required for various purposes and audiences.
Required travel is approximately 5%. Some positions may require travel to locations not serviced by public transportation.
