The minimum qualifications required for this vacancy. Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Vocational Rehabilitation Counselor.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for Vocational Rehabilitation Counselor. If you are on the Civil Service eligible list for Vocational Rehabilitation Counselor, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer to Vocational Rehabilitation Counselor: Candidates must have one year of permanent competitive or 55b/c service in either of the following titles: Vocational Rehabilitation Counselor (Spanish Language) or Vocational Rehabilitation Counselor (Manual Communications).
55b/c Appointment: These positions are eligible for 55b/c designation and are subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must have the following:
Vocational Rehabilitation Counselor Trainee 1: Bachelor’s degree or higher AND either enrollment in a master's degree program in rehabilitation counseling OR enrollment in a master’s degree program approved by the Commission on Rehabilitation Counselor Certification (CRCC) in a related field of study* with courses in rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development.
Vocational Rehabilitation Counselor Trainee 2: Bachelor’s degree or higher AND completion of 50% of the coursework toward a master's degree in rehabilitation counseling OR completion of 50% of the coursework towards a master’s degree approved by the Commission on Rehabilitation Counselor Certification (CRCC) in a related field of study* with courses in rehabilitation, counseling, disability, therapy, health, employment, wellness, or human development, AND one year of service as Vocational Rehabilitation Counselor Trainee 1 or equivalent.
Vocational Rehabilitation Counselor: A current Commission on Rehabilitation Counselor Certification (CRCC) credential as a Certified Rehabilitation Counselor (CRC); OR a Master’s or Doctoral degree in counseling or rehabilitation counseling, including a supervised 600-hour internship in rehabilitation counseling from a Council on Rehabilitation Education accredited program or Council for Accreditation of Counseling and Related Educational Programs accredited program; OR a Master's or Doctoral degree in a related field of study* as determined by the CRCC AND eligibility to sit for the CRC certificate examination.
*Related fields of study include the following: Addictions/Substance Abuse Counseling, Counseling Psychology, School/Guidance Counseling, Marriage and Family Counseling/Therapy,
Mental Health Counseling, Social Work, Counselor Education & Supervision-Doctoral Degree.
Provisional candidates must take the examination for Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment.
Employees of ACCES-VR who are currently in a Vocational Rehabilitation Counselor position and are interested in transferring to the location listed on this flyer MUST apply for the position as outlined in the Application section of this flyer.
The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for Vocational Rehabilitation Counselor positions in the Brooklyn District Office. This office assists persons with disabilities to attain employment, educational, and/or independent living goals. Duties of these positions include, but are not limited to, the following:
• Manage a caseload, including writing case notes and maintaining supporting documentation;
• Determine eligibility;
• Develop employment goals and Individualized Plans for Employment;
• Purchase goods and services as needed for individuals to reach their employment goals;
• Coordinate the resources of the family, community, and specialists; and
• Determine case closure.
Additional comments regarding the vacancy. Additional Comments CONDITIONS OF EMPLOYMENT: These will be permanent, contingent-permanent, or temporary provisional appointments. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Provisional candidates must take the examination for Vocational Rehabilitation Counselor when it is next offered and must be reachable on the resulting eligible list to maintain employment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of enrollment, degree, CRC certificate, or eligibility to sit for CRC certificate examination will be required at the time of interview for all candidates. These positions will require 40% in-state travel.
These positions may be filled as a traineeship. The starting salaries for these positions is outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
• $ 59,648 (Trainee 1 - NS equated to SG-15)
• $ 66,360 (Trainee 2 - NS equated to SG-17)
• $ 73,298 (Full Performance level SG-19)
These positions lead to a maximum salary of $84,496 based on annual performance advances and traineeship advances.
Based on these positions’ location, in addition to the listed base salary, these positions also receive a $3,807 Downstate Adjustment.
