The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.
EOTSS is seeking an experienced individual to join the Enterprise Platforms Team as a Platforms Team Lead Engineer, who will act as the Technical Lead responsible for supporting a variety of enterprise applications. This is an exciting opportunity for an IT professional to join an exceptionally skilled team and contribute to highly visible statewide initiatives. This individual will facilitate change management activities between the project team and IT service groups and participate in all phases of the project life cycle with emphasis on application development, configuration and thorough understanding of system architecture and design. The candidate should have a strong background in application development and background integrations for cloud platforms. The successful candidate should have excellent communication skills and experience collaborating in cross-functional teams. This candidate is expected to effectively troubleshoot, identify, prioritize and timely resolve issues to ensure all applications remain operational. This position will support multiple applications based on the tasks and priorities assigned by the manager.
The primary work location for this role is 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional travel, on-call, and weekend support may be required.
Responsibilities:
· Serve as a mentor and provide technical leadership for fellow team members.
· Configuration, maintenance, and issue handling for multiple applications.
· Provide end user support and training as necessary.
· Ability to explore and recommend new solutions that align with long term roadmap and strategy.
· Create documentation and presentations for a variety of audiences including, but not limited to, end users and technical staff.
· Handle customer requests promptly within the organization’s SLA.
· Ensure system backups, patching and other miscellaneous maintenance is performed per established schedule.
· Participate in all phases of the application development/configuration lifecycle.
· Collaborate with internal and external teams to ensure enterprise applications, system architecture and security standards are met.
· Collaborate with customers and internal and external teams to ensure development, configuration and implementation is consistent with user specifications and perform follow-up as required.
· Prepare complex data processing routines as required.
· Take ownership of assigned tasks through completion and perform all required follow-ups.
· Advise Management on administrative and operating problems pertaining to system administration and management.
· Participate in vendor management and communication.
Preferred Knowledge, Skills, and Abilities:
· A minimum of three (3) years of experience in the field of application development and support, database, and backend integration is required. Six (6) plus years of experience, preferably in a large organization working on complex systems and supporting applications hosted on cloud-based platforms (e.g., AWS, Azure) is desired.
· Minimum of four (4) years of experience with Microsoft 365: PowerBI, SharePoint, PowerShell and Power Apps development and configuration.
· Experience writing technical specifications and configuration documentation is required.
· Proficiency in enterprise configuration, support, collaboration, content management, data analysis and/or testing tools is required (e.g. M365, PowerBI, SharePoint, Power Apps, JIRA, Confluence, OnBase, Salesforce.com and/or similar platforms).
· Proficient with front-end development languages including JavaScript, HTML5, and CSS.
· Experience querying databases, optimizing queries and reporting.
· Ability to self-manage deadlines and proactively stay engaged with team members and activities.
· Strong written and oral communication skills are required.
· Knowledge of industry best practices.
· Excellent problem-solving skills.
· Site administration, security and architecture experience (Atlassian, M365, etc).
· Experience developing with multiple programing languages, including PowerShell, and database management (e.g. SQL Server, PowerShell, Oracle, MySQL, and/or other database platforms).

Minimum Entrance Requirements:
Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor’s degree or higher in a related field may substitute for two (2) years of the required experience.
III. A Master’s degree or higher in a related field may substitute for the required experience.
