The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, trails, golf courses and parkways.

The Department of Conservation and Recreation seeks applicants for the position of Forest and Park Supervisor III, Waquoit Bay National Estuarine Research Reserve, 131 Waquoit Highway, Waquoit, MA.

The Forest & Parks Supervisor III will report to the Field Operations Team Leader for the Upper Cape Complex, and will work directly with the Reserve Manager to develop priorities, work plans and schedules. The Forest and Parks Supervisor is responsible for managing the properties and buildings of WBNERR which includes South Cape Beach, Washburn Island, the Reserve Headquarters, and the Quashnet Woods and Childs River properties. The Forest and Parks Supervisor is an integral member of the WBNERR team and works collaboratively with other Reserve staff to support operational aspects of the Reserve’s work in research, education, training, and stewardship, and in also serving as a state Park.

DUTIES:

-Supervises operations staff, preparing their work plans and schedules in coordination with the Reserve manager to support the Reserve’s mission, and performs seasonal performance reviews.

-Interviews candidates for employment for seasonal Park operations positions and trains seasonal Forest & Park Supervisors and other operations staff on their maintenance responsibilities as well as providing operational support for the WBNERR mission.

-Supervises and assists with the maintenance of all areas within the Waquoit Bay Reserve, including such activities as grounds maintenance, building and equipment maintenance, trail and campsite maintenance, snow and ice operations, and repair and removal of hazardous trees or limbs

- Operates and performs routine maintenance on various types of equipment and vehicles; and uses small hand tools

- Operates and performs/coordinates routine maintenance of boats to support WBNERR marine operations

- Provides operational support for WBNERR research, stewardship, training, and educational activities including maintenance of boats, moorings, research stations, trails, exhibits, signage, as well as set-up and break-down for events, etc.

- Functions as a core member of the WBNERR team and coordinates closely with the Reserve manager and other staff to develop and implement best management practices that help the Reserve achieve its mission.

- Determines supply and equipment needs; prepares budget to meet facility operation’s needs, and contributes to the management of fiscal aspects of operations area in accordance with existing policy and procedures.

-Inspects the condition of natural resource areas and park recreational areas and facilities to determine their suitability for public use, ensures compliance with safety standards and determines maintenance needs.

-Patrols Reserve areas and facilities to maintain security and ensures compliance with applicable rules, regulations, and policies.

- In coordination with other Reserve staff, issues permits or gives permission for the use of recreational facilities, park areas, etc. and collects related fees, as applicable.

-Maintains records and prepares reports concerning assigned work to provide information and make appropriate recommendations.

-Works with other Reserve to staff to organize and implement recreational, cultural, and educational programs, including, nature walks, shows, public presentations, etc. for the enjoyment of visitors to the parks and to highlight best practices

- Coordinates the activities and work of volunteers, court-referred individuals, etc.

- Provides operational support to contractors and DCR staff on facility and capital improvement projects - Responds to after-hours emergencies as needed

- Attends DCR continuing education courses as directed by direct supervisor or requested by the Reserve Manager to further the goals of the Reserve

- Develops and maintains relationships with the South Cape Beach Advisory Committee; Reserve Friends Group, local property owners; local, state, and federal enforcement; safety and conservation officials; researchers, and other partners/organizations who work closely with the Reserve.

- Provides high quality customer service to visitors and helps to serve as the face of DCR to the public.

-Performs related duties as assigned.

PREFERRED QUALIFICATIONS AT HIRE:

-Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished, assessing the capabilities of subordinates and available resources; controlling work through periodic reviews and/or evaluations; determining subordinates’ training needs and providing or arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and recommending disciplinary action.

-Knowledge of the methods and techniques of forest and park management, including terminology.

-Knowledge of safety practices and procedures followed in forest and park management.

-Knowledge of the types and uses of materials and equipment used in forest and park maintenance.

-Knowledge of the methods and techniques used in the care and maintenance of trees and shrubs.

-Skill in using hand-held power tools such as chain saws.

-Skill in using hand tools such as hammers, pliers, etc.

-Ability to understand, apply and explain the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.

-Ability to maintain accurate records.

-Ability to prepare general reports.

-Ability to write clearly and concisely.

-Ability to give oral instructions in a precise, understandable manner.

-Ability to establish and maintain harmonious working relationships with others.

-Ability to establish rapport with persons from different ethnic, cultural and/or economic backgrounds. -Ability to maintain a calm manner in emergency situations.

-Ability to interact with people who are under physical and/or emotional stress.

-Physical stamina and endurance. Based on assignment, the following additional qualification may be required at hire:

-Ability to operate a motor vehicle

- Ability to operate a motorboat

-Ability to communicate effectively in oral expression and written via email or letter.

-Ability to coordinate the efforts of others in accomplishing assigned work objectives. Ability to work collaboratively as part of a team

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of forestry, parks or recreational management and (B) of which at least two years must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's or higher degree with a major in forestry, natural resources management or parks and/or recreation management may be substituted for a maximum of two years of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.
