Primary Purpose

Under direction, is responsible in a line capacity to the Supervisor and in a functional capacity, when assigned, to other engineering personnel. Has direct contact and/or contractual negotiations with customers. Has no supervisory function, however, may direct the work of personnel of equal or lower classification. Assists in training of other personnel as required. Work assignments may be in the office, in the field, or any combination of both. Conduct Quality Inspections of Contract work at the request of Supervision. Within the limits of authorized procedures, objectives, plans and budgets, the Technician is responsible for the primary duties listed below. In addition to the primary duties and other related work of similar grade, an Engineering Field Technician will be assigned to any other work of equal or lesser skill within the capabilities of the individual, to meet emergencies or other operating needs.


Primary Duties

  • Interpreting and understanding internal/external engineering construction plans including specifications, materials, plot plans, line and grade plans, cross section details, job construction details, and to create a composite construction plan from sketched information and data using field instruments and measuring devices.
  • Understanding NESC, Company Safety Rules, or any other Safety Regulations (Local, State, or National) that are applicable.
  • Having a comprehensive working knowledge of company mapping and records, budgeting and accounting systems.
  • Performing engineering activities required to meet customer in-service date by initiating and designing cost-effective, high-quality solutions for internal/external customer requests for engineering services. a. Conducts meetings with customers to ensure understanding of work to be performed by both customer and company.
  • Design and develop construction plans for all job types using all applicable company corporate computer systems. a. Responsible for the input of graphical designs in the applicable company Graphical Work Design System. b. Responsible for input of design information into the applicable company work management system. c. Develops material requisitions and determines construction hours to perform work.
  • Preparing cost estimates, construction plans, job or work orders, specifications, lists of materials and schedules for assigned jobs.
  • Preparing other forms or drawings to acquire rights of way, permissions or coordination with other utilities, agencies or customers that may be needed to successfully complete a job.
  • Having comprehensive working knowledge of company agreements with other utilities and municipalities.
  • Performs emergency second roles as required.
  • Assisting in the job closing and posting process as necessary.
  • Performing other related duties of equal or less skill and routine office or clerical functions as necessary.
  • Analyzing cost estimates and reports on assigned jobs, explain deviations and recommend remedial procedures in written report form.
  • Have a comprehensive working knowledge of company engineering policy and procedures, mapping standards, standards manuals, budgeting and accounting systems, tariffs, etc.
  • Performs all related activities related to the mapping of the company's GIS/GWD system.

Job Scope


Minimum Qualifications

  • Associate's degree in engineering, Engineering Technology, CAD, or related field or two years college engineering course work or the equivalent combination of education, training and/or experience.
  • In lieu of the requirements listed above, employees will be considered qualified if they have 10 years of field work experience in some phase of electric or gas distribution, construction or maintenance work, or a Lineperson with eight (8) years of Line experience will be considered qualified for the position.
  • Must possess a valid driver's license.
  • Must successfully pass qualification tests.
  • Employee must be able to pass test prior to Company awarding job. Employee must be able to pass a qualifying test at the end of six months and must be able to pass progression tests at the end of one and one-half years, two and one-half years and three and one-half years. Failure to pass a progression test will require remaining at the existing step level with employee eligible for retesting within six months. Failure to pass the test a second time will result in the employee being reassigned as follows: - An employee promoted or transferred into this classification shall be reassigned as if he had failed to meet the job requirements as addressed under Article 3, Section 5(b). - An employee hired into this classification (not promoted or transferred) shall be placed in an existing bargaining unit position vacancy at any location for which the Company deems he is qualified, unless during a thirty (30) day period the employee is awarded another position through the bidding process.
  • Experience reading and interpreting construction plans and/or engineering drawings.
  • Experience following technical instructions or procedures (for example, operating procedures, standards, code requirements, specifications).
  • Experience performing mathematical computations involving algebra, trigonometry and geometry.
  • Experience demonstrating skill using PC-based word processing, spreadsheet and e-mail software to perform work functions (for example, communicate with others, create and modify letters, perform calculations).
  • Ability and willingness to work overtime, holidays, and weekends as required.
  • Ability and willingness to wear and use safety equipment as required by Federal, State, Local and company regulations.
  • Ability and willingness to adhere to safety regulations and policies.
  • Ability and willingness to perform physical tasks for extended periods of time.
  • Ability and willingness to work in a variety of work environments, in all weather conditions, around energized equipment, in heavy traffic and in noisy and dirty environments with proper Personal Protective Equipment (PPE).
  • Ability and willingness to travel to various Company locations and work sites.
  • Reads, writes, and communicates effectively in the English language.

  • Hourly rates will be paid in accordance with terms of the candidate’s skills, qualifications, experience or collective bargaining agreement: $36.07/Hr.
