1. Role and Scope of Position:Acts as mid-level engineer, responsible for handling assignments requiring expertise and experience associated with planning and performing installation and maintenance of telecommunication systems in support of Eversource business operations. Provides support directly or in collaboration with technical services personnel and engineering in performing maintenance, troubleshooting, repair and installation of active telecommunications infrastructure to meet enterprise business requirements. Supports technicians in the evaluation of repairs related to transport technology to maintain the integrity of the network environment. Represents department in various projects to continually improve/upgrade the Telecommunications network infrastructure. Eversource’s communications systems are composed of fiber optics, microwave and copper wide area transport technologies including OTN, MPLS, Frame Relay and SONET multiplexers, Ethernet/IP switches and routers, T1/serial communications, digital microwave, phone systems, satellite phone communications systems supporting emergency response tactical trailers and Mobile Response Center (MRC) vehicles.
Essential Functions:
- Supports the installation and maintenance of telecommunications devices including the ability to identify, provision, remove and modify data circuits. Evaluates preventative maintenance, inspection, installations, replacement, modification, and removal of devices performed by technicians. Capability to troubleshoot, diagnose, identify, and provide guidance in the replacement of failed transport devices with wiring and configuration settings updates required. - Ability to analyze, troubleshoot and maintain copper analog and digital communication paths (Eversource or third party). This includes data-grade analog, digital, level testing, frequency response, signal to noise ratio, bit error rate, impedance characteristics, digital timing, latency, analog and digital bridging.
- Ability to analyze, troubleshoot and maintain licensed and unlicensed microwave communication paths. This includes power measurements, signal to noise ratio, bit error rate, frequency response, return loss, performance history, distance to fault and waveguide pressurization.
- Ability to analyze, troubleshoot and maintain optical communication paths. This includes basic optical continuity, power measurements and attenuation, common optical wavelengths, fiber types, connector types, optical budgets, basic fusion splicing, splice evaluation, basic use of optical time-domain reflectometer, span evaluation, distance-to-fault. Advanced topics include Coarse wave-division multiplexing (CWDM), Dense wave-division multiplexing (DWDM) concepts, fiber characterization, advanced OTDR trace evaluation, DWDM optical balancing.
- Perform technical calculations for test applications.
- Supports telecom specific server applications and manages interactions with IT for support of server infrastructure
- Interacts and supports internal and external customers including IT, Engineering, System Operations, Field Operations, Station Operations, Control Centers, Dispatch, Emergency Preparedness, external agencies, regulatory bodies, and other utilities.
- Strong understanding of OSI seven-layer model including the interactions of transport at various layers.
- Capable of implementing and troubleshooting advanced layer 1 and layer 2 transport systems and intermediate knowledge of layer 3 networks and interior routing protocols such as EIGRP and OSPF.
- Requests, reviews and tests firewall policies related to Telecom systems including identification of required TCP/UDP ports.
- With limited guidance, uses protocol analyzers such as wireshark to inspect traffic flow and evaluate network performance data and ensures operation is within network specifications.
- Supported protocols include but are not limited to ethernet, T1, SONET, OTN, Frame Relay, MPLS/IP, MPLS/TP, EIGRP, OSPF, 4W E&M, OPX/FXO/FXS, OCUDP, RS-232 and C37.94.
- Performs network management system configuration updates in support of the commissioning and decommissioning of Telecom equipment including understanding SNMP v1/v/2/v3 protocol.
- Evaluates and provides recommendations to technicians related to the installation of telecom remote terminal units (RTUs) and associated wiring at telecom facilities in support of remote alarm indication for system faults.
- Leads efforts related to the creation and resolution of support cases submitted with vendor/system specific technical support.
- Creates system installation and troubleshooting technical procedures, plans, scripts for technician use.
- Advises technicians in the execution of test procedures, plans, and scripts in support of installation and maintenance of non-standard telecom systems associated with complex telecom systems.
- Reviews and provides recommendations related to the installation of power and wiring for communication devices, including AC to DC rectifiers and DC GMT fuse panels.
- Manages telecom emergency spare inventory including the creation of new stock coded material numbers in Maximo and provides recommendations for minimum and maximum quantities.
- Creates specifications and requests quotes for desktop requisitions related to the procurement of telecommunications related material and services
- Provides recommendations related to tools for individual and group use for the installation and maintenance of communication systems.
- Evaluates and provides recommendations for the repair of telecommunication system failures.
- Interprets test results, makes recommendations to engineering, operations, maintenance, and other personnel based on hardware characteristics or performance.
- Provides limited technical advice and verifies the work of other internal/external work groups engaged in telecommunications related activities.
- Identifies potential improvements to communication systems to improve reliability, effectiveness, and efficiency.
- Leads the preparation, markup and review of engineering drawings, schematics, wiring, logic, and interconnection diagrams relating to telecom work.
- May provides support and training to junior coworkers to colleagues
- Coordinates and reviews the performance of third-party and outside vendors.
- Collects and analyzes network performance statistics
- Ability to review active alarms, review of alarm history, acknowledging for active alarms, disabling / enabling alarms (maintenance mode), web portal access and reporting capabilities.
- Capable of overseeing the operation of specialized telecommunications test equipment.
- Participates in the implementation, commissioning, and support of plans for enterprise telecommunications networks and services
Compensation and Benefits:

Education:
- Bachelor’s Degree in Engineering
Experience:
- at least Three years related experience
Licenses & Certifications:
- Valid united states driver’s license; CDL Class A preferred
Working Conditions:
- Must be available to work emergency restoration assignment as required.
- Must be available for on-call
- Must be available to travel between MA/CT/NH as necessary.
