Dalkia is looking hire a HSEQ Advisor for a large-scale project healthcare services in the Shrewsbury area. The project consists of 6-storey extension to the existing building and will include critical healthcare spaces such as emergency care, maternity, critical care units, and a new hospital entrance. The facility is targeting BREEAM Excellent certification, with a long-term goal of achieving Net Zero operations. It will be connected to a separate energy centre, currently under development, and is expected to be completed by December 2027.

Duties for Resident HSEQ Advisor
The Resident HSEQ Advisor plays a key role in overseeing the health, safety, environmental, and quality management on-site during the construction phase of the project. The role involves ensuring compliance with the Construction Phase Health and Safety Plan, contributing to achieving KPIs, and supporting the goal of zero harm as outlined by Dalkia’s safety culture.

Key Responsibilities:
1. Health, Safety, and Environmental Oversight:
o Oversee day-to-day site operations to ensure compliance with Dalkia’s HSEQ management system and client requirements.
o Ensure that safety practices contribute to zero high-potential incidents (Hi-Po’s), lost-time injuries (LTIs), and reportable incidents across the construction phase.
o Conduct weekly site audits and inspections with the project management team to identify any hazards, unsafe practices, or environmental impacts.
o Implement and enforce safety measures related to working at height, electrical safety, fire prevention, and hazardous material handling, based on risk assessments and method statements.

2. Risk Management and Hazard Control:
o Regularly review and update the risk register and health and safety risk assessments to identify and mitigate significant risks.
o Lead and manage high-risk tasks, including hot works, electrical installations, lifting operations, and confined space activities, ensuring the correct permit-to-work systems are in place.
o Lead daily hazard alert meetings to ensure that all safety controls are updated when new risks arise.

3. Training, Competency, and Compliance:
o Ensure all site personnel, including subcontractors, receive the correct site inductions and are trained to meet Dalkia’s competency standards, particularly for high-risk areas.
o Track and maintain 100% compliance with KPI targets for training and competency across the project.
o Keep accurate records of training and qualifications to ensure compliance with all necessary standards.

4. Emergency Response, Incident Management, and Reporting:
o Oversee the development of emergency response plans, ensuring they are communicated to all staff, with regular emergency evacuation drills carried out to assess their effectiveness.
o Take the lead in investigating any incidents, near misses, or accidents, ensuring thorough root cause analysis is completed to prevent recurrence.
o Report on HSEQ performance through monthly reports, ensuring compliance with client reporting requirements.
o Ensure all incidents are logged in the company’s incident management system, contributing to the achievement of monthly hazard card KPIs.

5. Stakeholder Engagement and Client Collaboration:
o Maintain effective communication with the Principal Contractor and the Client Representative to ensure safety practices are aligned with the project’s overall goals.
o Facilitate weekly HSEQ coordination meetings with all stakeholders, focusing on improving safety, compliance with HSEQ standards, and meeting sustainability objectives.
o Encourage continuous safety discussions, with at least 50% of site supervisors engaged in safety conversations each week.

6. Sustainability and Environmental Protection:
o Oversee the environmental impact of the construction process, ensuring compliance with Dalkia’s environmental standards, especially around waste management, noise control, emission reduction, and water management.
o Ensure the project stays on track to achieve Net Zero operations, collaborating with the design team to ensure construction practices align with sustainability goals.
o Monitor and ensure progress on the Waste Management Plan, ensuring waste reduction and recycling targets are met, and report regularly on progress.

7. Housekeeping and Good Site Practices:
o Ensure that all site areas are kept clean and organised, minimising the risk of slips, trips, and falls.
o Ensure proper waste segregation and disposal practices are followed, and hazardous materials are stored and disposed of in line with regulatory standards.
o Enforce PPE protocols, ensuring all site personnel wear the correct protective equipment as per safety standards.

8. Key Performance Indicator (KPI) Management:
o Ensure the project consistently meets or exceeds its HSEQ KPIs, such as:
 Zero Hi-Po’s, LTI’s, and reportable injuries.
 Achieving 80% compliance or above in internal safety inspections.
 Ensuring at least 50% of supervisors are trained on Better Safety Conversations.
 Implementing a monthly safety awards scheme for team members who perform well on safety practices.
