Overview

Bronx and Westchester Storm Planning and Response is seeking a dedicated, dynamic, and innovative individual to join its leadership team. Under the general supervision of the Section Manager, the Project Specialist is responsible for the evaluation, training and continuous improvement of personnel and processes related to existing operational storm planning and response processes. This includes regular benchmarking with peers to identify any gaps, best practices and to develop process improvements that lead to the Company establishing industry leading approaches to storm response. In addition, the project specialist will evaluate response training effectiveness and develop improvements when necessary to ensure personnel readiness and efficient process execution. The project specialist works closely with Emergency Preparedness, CECONY and ORU operating organizations to ensure compliance with the ERP, PSC regulations and assists with storm response preparations activities and response action plans.

Responsibilities

Core Responsibilities

  • Ensure public and employee safety, operational excellence and the customer experience are at the forefront when making all storm planning and response decisions.
  • Promote a team-oriented, diverse and inclusive work environment where all employees feel welcome and comfortable speaking openly about their feelings.
  • Create new and/or update existing Electric Ops storm process flows and critical SEA training programs (such as Cell Lead, Crew Guide, ETR Supervisor, ETR Officer, etc.) This includes developing and conducting realistic functional exercises, OJTs, HOTs, classroom training, e-learning, just in time training and creating video training aids.
  • Support the development of storm process reference documentation including but not limited to process flow charts, roles and responsibilities documents and SEA handbooks and checklists.
  • Conduct regular reviews of SEA assignments to ensure adequate staffing to meet minimum response requirements.
  • Assist Senior Specialists, Manager and Section Manager in governance of storm response processes across all organizations.
  • Utilize problem solving and organizational skills to prioritize assignments and meet required deadlines.
  • Support Climate Change Resiliency efforts and PSC Rate Case filings.
  • Ensure compliance with applicable Electric Operations requirements defined in the corporate Electric Emergency Response Plan (ERP).
  • Work closely with Emergency Preparedness to benchmark with other utilities as well as industry working groups and develop and implement drills, functional exercises, and workshops. Assist with the collection and implementation of relevant recommendations from After Action Review meetings and annual ERP reviews.
  • Learn new computer applications including but not limited to NMS (Outage Management), Oracle Utility Analytics (OUA), External Outage Map, ARCOS, Oracle Field Services (OFS) and future storm technology advancements.
  • Oversee Senior Specialists when responding to external stakeholders and regulatory interrogatories related to ETRs and operational-related storm response questions/concerns.
  • May support additional projects as required.

Qualifications

Required Education/Experience

  • Bachelor's Degree in Engineering, Emergency Management, Computer Science or other related fields and 3 years' experience in Electric Operations or Emergency Management. Experience supporting operating organizations and an understanding of the overhead electric distribution system operation and construction. or
  • Associate's Degree in Engineering, Emergency Management, Computer Science or other related fields and 5 years' experience in Electric Operations or Emergency Management. Experience supporting operating organizations and an understanding of the overhead electric distribution system operation and construction. or
  • High School Diploma/GED and 7 years' experience in Electric Operations or Emergency Management. Experience supporting operating organizations and an understanding of the overhead electric distribution system operation and construction.

Preferred Education/Experience

  • Bachelor's Degree in Engineering, Emergency Management, Computer Science or other related fields and 3 years in Electric Operations. Working knowledge of the installation, maintenance, repair and operation of the overhead electric distribution system and three years of supervisory experience.

Relevant Work Experience

  • An understanding of electrical system operation and construction is required. Required
  • Demonstrate leadership skills, experience managing projects and drive for results. Required
  • Must be able to exercise independent judgment, demonstrate excellent problem solving abilities, and be able to render sound business decisions. Required
  • Must have excellent interpersonal skills to effectively interact with all levels of Company forces, control center personnel, customers, contractors and various levels of management. Required
  • Must be an agile learner, have a high regard for personal accountability and understand the critical importance of our commitment to excellence. Required
  • Must be well organized, demonstrate a high energy level, detail oriented, flexible to handle multiple assignments, and meet stringent deadlines. Required
  • Must possess strong oral and written communication skills and be committed to providing exemplary customer service. Required
  • Must have strong computer skills and knowledge of Microsoft Office Suite and other internal applications for time reporting purposes. Required
  • A strong working knowledge and experience in the principles and process of Outage Management and restoration practices. Preferred
  • One to three years of supervisory experience preferred. Preferred
  • Individual must have a working knowledge and technical experience in STAR, web workspace and OBVIENT applications. Preferred
  • Knowledge of CECONY Electric Emergency Response Plans. Preferred

Licenses And Certfications

  • Driver's License Required

Additional Physical Demands

  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must sit or stand to use a keyboard, mouse, and computer for entire shift.
  • Must be willing to travel within and outside Company service territory as needed.
  • May be required to become forklift operator trained.
