Job Description
The Division of Mental Hygiene of the New York City Department of Health and Mental Hygiene is responsible for policy, programs, and providing oversight related to mental health, alcohol and/or drug use prevention care and treatment, as well as developmental delays & disabilities. The work of the Division is informed by the goals of improving clinical and rehabilitative services; integrating mental health, substance use, and primary care; promoting healthy childhood development; reducing racial/ethnic and socioeconomic health inequalities; and promoting mental health recovery.
Position Summary Reporting to the Assistant Commissioner, the Project Manager will:
Job Duties and Responsibilities:
- Manage various projects (which may involve operations, programs, research and/or policy) related to key strategic areas for the bureau, including HR, contracts, finance and strategic partnerships.
- Support decision making by unit leadership.
- Write/present reports, briefings, proposals, position statements and presentations for internal and external distribution.
- Consult and collaborate with various offices within the Division and Department.
- Identify grant funding available to support/expand/improve the quality of mental health initiatives. Coordinate and contribute to the development of grant applications (narrative and budget).
- Participate in internal and external workgroups, as needed.
- Represent the AC as requested at meetings and events.
- Coordinate development of indicators, data collection and reporting for the bureau for Divisional Accountability Meetings, Mayor’s Management Reports and other reports.
- Delegate assignments to unit senior staff and collaborate with them to ensure timely completion.
- Review data and work products on behalf of the AC to ensure they meet the expectations of the Bureau and Division.
- Develop and administer tools and tracking sheets to organize workflows.
- Organize internal and external meetings, e.g., prepare agenda, meeting materials, and minutes; draft communications to meeting participants; ensure appropriate follow-up on action items.
- Prepare AC for high level meetings and speaking events, including development of background documents, presentations and/or talking points.
- Serve as the Bureau of Administration’s communications liaison.
- Manage and ensure timely response to requests for information from the Executive Deputy Commissioner’s Office, Commissioner’s Office, City Hall or Press Office.
- Develop content for internal and external webpages for the Bureau of Administration; ensure consistent messaging.
- Work closely with the AC and the ED of Operations to ensure policies and processes are well-documented and executed effectively.
- Work closely with division staff at similar level to identify new ways to partner to effectively meet the needs of NYers.
- Attend and participate in unit leadership meetings to identify new areas for programmatic, policy, and communications opportunities.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
