Position Summary
TRS is seeking a visionary IT Service Operations Deputy Director to lead and transform our IT operations, ensuring the delivery of reliable, secure, and efficient technology services across the organization. This leadership position will report to the CTO - Director of Enterprise Technology, and will oversee multiple IT units including service desk, telecommunications, IT audit, telecommunications, datacenter operations, and vendor management while driving strategic initiatives for continuous improvement and innovation.
Key Responsibilities
Strategic Leadership & Operations
- Develop and implement comprehensive IT strategies, policies, and procedures to achieve operational excellence.
- Lead the organization's IT service management program, implementing ITIL frameworks and best practices.
- Oversee critical IT operations including service desk, telecommunications, datacenter operations, IT audit, and vendor management.
- Ensure the high availability and performance of mission-critical applications, systems, and infrastructure.
- Direct IT business continuity planning and disaster recovery programs, including regular DR and failover tests.
- Manage IT contracts and vendor relationships to optimize service delivery excellence and cost-effectiveness.
- Execute and oversee infrastructure projects to align with organizational goals.
IT Audit & Compliance
- Oversee IT audit processes and ensure compliance with industry regulations
- Lead IT risk assessment and mitigation strategies across IT operations
- Implement and maintain IT disaster recovery and IT business continuity measures
Innovation & Performance Optimization
- Monitor and analyze system performance metrics to identify and resolve bottlenecks
- Drive the implementation and integration of new technologies and systems
- Stay current with emerging technologies and industry trends to drive innovation
- Develop and track KPIs for IT operations performance
- Present regular reports to executive leadership on IT operations, risks, and opportunities
Team Leadership
- Build and mentor high-performing IT operations teams across multiple units
- Foster a culture of continuous improvement, learning and innovation
- Develop strong relationships with stakeholders across the organization
- Collaborate with cross-functional teams to align IT solutions with business requirements
COMPUTER SYSTEMS MANAGER - 10050
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
- Bachelor’s degree in Computer Science, Information Technology, or related field - Over 10 years of progressive IT management experience in complex environments - Project Management Professional (PMP) certification - Demonstrated experience in IT service management and ITIL, NIST, or ISO frameworks - Demonstrated experience in Information Security, with preferred industry certifications - Strong track record of leading and developing high-performing teams - Experience in business continuity planning and disaster recovery - Strong vendor management and contract negotiations skills - Deep understanding of IT infrastructure, security, and operations management
