Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $165,000.00 - $175,000.00
THIS POSITION WILL OPERATE OUT OF BOTH THE CROSSROADS DETENTION CENTER AND THE HORIZON JUVENILE DETENTION CENTER.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.
The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance, real estate, design, construction management, facilities and custodial services, occupational safety and health, operational support, security, transportation, and print production.
Detention Construction and Building Operation oversee the day-to-day administrative and operational responsibilities of the Facilities and Skilled Trades Team at each site as well as contracted construction project management and city agency (DDC, DCAS, etc.) support. Detention Construction and Building Operation also is responsible for overseeing the successful, comprehensive, and timely execution of several construction projects and routine maintenance with varying levels of complexity, resources, and oversight at the state and local levels.
Detention Construction and Building handle all detention related facility matters including but not limited to construction, design, maintenance, repairs, etc. and ensuring the space meets programmatic needs; partner with the Department of Design and Construction to ensure new projects are completed within applicable deadlines and within fiscal parameters. They ensure the routine repair and maintenance of ACS’ secure detention facilities as well as the design and development of construction projects. This includes the monitoring of skilled tradespeople and/or contractors, architects, engineers, and all individuals who provide design services, ensuring safety measures and regulations are followed and work is done completely and as expeditiously as possible. They Engage in critical analysis of current and pending projects and daily work plans keeping the team on track and on task at every level; Create and maintain impeccable records and reports as required.
The Administration for Children's Services (ACS) seeks an outstanding candidate to serve as the Assistant Commissioner for Construction and Building Operations within the Division of Administration with specific oversight for its two secure detention facilities as well as serve as a co-consultant to identified construction related projects at various subcontracted sites within the DYFJ portfolio. The selected candidate will be an integral member of the Divisions Executive team and will manage a $2M annual budget and a team of 32 staff.
Under the direction of the Deputy Commissioner and in partnership with DYFJ leadership, including the Deputy Commissioner of DYFJ and on-site leadership, the Assistant Commissioner will be responsible for overseeing the day-to-day administrative and operational responsibilities of the Building Operations and Skilled Trades Team at each site as well as contracted construction project management and various City agency support teams (DDC, DCAS, etc.)
The Assistant Commissioner will also be responsible for overseeing the successful and timely execution of several construction projects and routine maintenance with varying levels of complexity, resources, and oversight at the state and local levels. The selected candidate will possess an exceptional history in overseeing major construction projects and demonstrated expertise in managing facilities, preferably in complex environments.
Responsibilities of the position include:
- To serve as the primary liaison to the Deputy Commissioner on all detention related facility matters including but not limited to construction, design, maintenance, repairs, etc. and ensuring that the spaces meet their various programmatic needs in a timely fashion.
- Partner with the Department of Design and Construction to ensure that new and existing projects are completed within applicable deadlines and within fiscal parameters.
- Oversee the routine repair and maintenance of ACS’ secure detention facilities as well as the design and development of construction projects. - Engage in critical analysis of current and pending projects and daily work plans keeping the team on track and on task at every level; Create and maintain impeccable records and reports as required and communicating pertinent progress information to key stakeholders.
- Represent the Deputy Commissioner’s Office to a variety of internal and external stakeholders as a subject matter expert.

1. A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional experience in one or more of the following fields: contract administration, procurement, engineering, architecture, fiscal/financial administration or a related field; at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional staff performing duties in one or more of the fields described immediately above; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the eighteen months of supervisory, administrative, managerial or executive as described in "1" above.
The candidate should possess: - High orientation for detail superior communication (verbal and written), interpersonal and presentation skills. - A minimum of ten (10) years of experience in construction/design/facilities/project management. - A construction project manager and/or PMP certification. - Experience in executing large scale projects in complex environments and driving organizational change. - Candidates must have the ability to work in a fast-paced environment while responsible for coordinating multiple projects and issues as they arise 24-hours a day/seven days a week. - Commitment to cultivating a collegial, healthy, and safe work environment.
