Job Description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The DOC seeks to recruit a Payroll Analyst. The successful candidate will be responsible for but not limited to:

- Generate final payment for employees separating from the agency.
- Ensure the payment generates correctly and is disbursed.
- Analyze the Pending Pay Details Awaiting Approval (161) report. Approve pay details to release
funds to employees.
- Review and process restoration of time for workers’ compensation cases as approved by the
New York City Law Department.
- Process employee updates such as change of address, name changes, W4 adjustments,
changes in work assignment/location etc. in the New York City Automated Personnel System
(NYCAPS).
- Enroll, modify, and cancel direct deposit accounts, college savings plan and commuter benefits
for all employees.
- Prepare and submit Payroll certification documents to various City Agencies for Payroll pick-up.
- Assist with the coordination and distribution of the bi-weekly payroll.
- Complete check refund forms and stop payment notices for submission to the OPA.
- Generate reports through the City Human Resources Management System (CHRMS).
- Assist current and former employees with their payroll inquiries both written and verbal.
Research, provide a resolution and communicate resolve to employee.
- Coordinate with Timekeeping to ensure that employees timesheet failures are corrected to
allow for proper payment on the following biweekly paycheck.
- Perform related duties as assigned.
- Ability to prioritize and manage multiple tasks with competing deadlines; and pay attention to
details.
- Outstanding written and verbal communication skills.
- Excellent interpersonal, team building, organizational, research, and analytical skills.
- MS Office (Word, Excel, PowerPoint, Outlook) and other New York City databases proficiency.
- Ability to maintain a high level of confidentiality, work independently, and maintain
a professional demeanor.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
