Job Description

The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. NYCHA’s mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility.

NYCHA’s Asset & Capital Management (A&CM) Division leads the Authority’s capital, sustainability and resiliency programs that comprise a $6 billion capital projects portfolio – one of the largest in NY State – as well as range of activities related to property modernization and strategic asset management. A&CM aims to preserve and modernize NYCHA buildings and apartments through strategic portfolio planning, comprehensive design standards, innovative financing and project delivery models, strong partnership with NYCHA residents and other stakeholders, and effective program and project management of capital investments. The Division also positions NYCHA’s housing portfolio for the future by piloting and scaling-up sustainable and resilient technologies and practices, improving residents’ quality of life while enhancing building performance. The work culture of the Division is strongly customer service oriented, collaborative and delivery focused.

The Sustainability Department leads the organization's efforts to pilot and scale-up sustainable practices and technologies, reducing environmental impact, and enhancing the quality of life for residents. The department is comprised of three teams with responsibilities across grant acquisition, policy development, environmental planning and review, and innovative programs in areas such as climate change and flood resiliency, green infrastructure, disaster recovery, solar leasing, energy efficiency, electrification and decarbonization, building management systems, waste infrastructure and recycling, and micro-mobility. The Sustainability Team is also tasked with overseeing NYCHA’s Sustainability Agenda and commitment to meeting its greenhouse gas reduction targets set forth in Local Law 97.

The Sustainability Department’s Energy Programs is seeking to hire an Energy Analyst. Work relevant to this position includes:

1. Implementation of NYCHA’s Sustainability Agenda, a plan to reduce NYCHA's energy, resource consumption, and carbon footprint, improve resident health and well-being, and create environmentally friendly developments for NYCHA' s residents and the surrounding communities, as well as oversight of the Authority’s progress towards state and local climate commitments.
2. Management of programs that advance the sustainability and resiliency of NYCHA buildings and grounds, including in the areas of flood resiliency, green infrastructure, disaster recovery, solar, energy and water efficiency, electrification and decarbonization, and waste.
3. Scale and operationalize sustainability & resiliency programs at NYCHA through interdepartmental collaboration and recommendations.

The Energy Analyst, reporting to the Deputy Director of Energy Programs, will support the development of the Authority’s roadmap to meet ambitious greenhouse gas emissions reductions targets, identify financing and Public Private Partnership (PPP) opportunities, conduct policy research, and update key policy documents including NYCHA’s Sustainability Agenda. This role will help ensure NYCHA’s compliance with local laws related to energy and climate change.

The primary responsibilities of the position include, but are not limited to the following:

1. Analyze data to inform NYCHA’s greenhouse gas emissions reduction roadmap.
2. Conduct energy policy-related research relevant to NYCHA.
3. Assist in updating NYCHA’s Sustainability Agenda and related policy documents.
4. Represent NYCHA in city and state policy discussions, including on incentive eligibility, utility rate cases and local law working groups.
5. Use research outcomes to provide guidance on Energy and Sustainability Program development and implementation strategy, as well as support other Authority goals.
6. Engage and coordinate with a range of stakeholders, including NYC Agencies, local electric and gas utilities, labor organizations, environmental advocates, affordable housing groups, and NYCHA Tenant Associations.
7. Identify opportunities to fund Sustainability work through non-traditional financing and Public Private Partnerships (PPP).
8. Work with NYCHA’s utility providers to leverage incentives, direct install programs and demand reduction opportunities.
