DCAS Human Capital (HC) is responsible for maintaining the Civil Service system for the City of New York. HC recruits and identifies the best-qualified candidates for City employment, administers Civil Service exams for positions and provides City agencies with a qualified pool of candidates to fill their hiring needs in a manner consistent with the State Constitution, Civil Service Law and laws governing equal employment opportunity. In addition, HC develops and interprets Citywide policies and programs; develops and conducts professional development and employee training programs; and oversees the City's provisional compliance efforts, among other critical functions.
The Bureau of Administrative Services oversees all internal Human Capital operations, personnel, budget, contracts, administrative services and employee engagement activities. In addition, this bureau is responsible for optimizing internal processes, managing resources efficiently and supporting the line of service's overall administrative needs. This bureau manages the Unemployment Insurance (UI) unit, which minimizes UI costs, verifies UI claims made by former employees of all mayoral city agencies and a select group of non-mayoral agencies and represents the City at administrative hearings. The Bureau of Administrative Services also oversees Citywide programs, including the New York City Blood Program, Salary Continuation Program, Dedicated and Catastrophic Sick Leave Program, Extended Military Benefits Program, NYC Gives Campaign (the City's charitable giving program), Hundred Year Public Service and College Scholar Awards and the new Education Propelling into Careers (EPIC) program, which allows City employees to earn their High School Equivalency certification and college credits.
Human Capital is seeking an experienced and highly motivated professional to serve as its Deputy Chief Administrative Officer. The selected candidate will support the Chief Administrative Officer in providing strategic vision, oversight and management of the day-to-day operations of Human Capital and to set and execute short and long-term goals. The Deputy Chief Administrative Officer will also build and maintain thorough understanding of all organizational functions to effectively drive and/or support planning and execution of critical initiatives, this includes determining how these need intervention, review, realignment and potential reset.
Under the direction and guidance of the Chief Administrative Officer, with general latitude for the exercise of independent judgment and initiative, additional responsibilities for the Deputy Chief Administrative Officer will include but not be limited to the following:
Personnel Services
- Overseeing the personnel management for all bureaus in coordination with Human Capital's HR Business Partners, including the management of interviews, submission of backfill and promotion packages, submission of onboarding requests, training requests, and related needs. Liaising with key stakeholders to ensure timely processing and approval of all requests and providing guidance to bureau leads on organizational structure and design.
- Overseeing the Section 211 waiver request process, which authorizes retirees to receive both their pension and a salary in another City job in certain circumstances. Ensuring that agencies provide the required information and documentation on submitted requests and adhere to all laws and policies.
- Coordinating line of service requests for information received from the Office of the Commissioner and other agency offices. Ensuring these requests are handled expeditiously.
Citywide Programs
- Managing the administration of various citywide programs and assisting City agencies in an oversight and audit function. These programs include the NYC Employee Blood Program, Salary Continuation Program, the Extended Military Benefits Program, NYC Gives (the City's charitable giving program), Hundred Year Association Awards and the new Education Propelling into Careers (EPIC) program, which allows City employees to earn their High School Equivalency certification and college credits.
- Identifying and managing innovative opportunities to enhance awareness of and participation in citywide programs, which may include hosting agency trainings and information sessions and overseeing the development of related fact sheets and primers.
Unemployment Insurance
- Overseeing the Unemployment Insurance unit, which is responsible for minimizing UI costs, verifying UI claims made by former employees of all mayoral city agencies and a select group of non-mayoral agencies and representing the City at administrative hearings.
- Serving as the key advisor on issues relating to UI laws, rules and regulations and administrative procedures.
Special Projects / Initiatives
- Overseeing the overall creative vision of Human Capital projects to translate them into compelling visual content.
- Leading all internal engagement matters, including the development of strategies to break down silos and align the interests of employees and other stakeholders toward common goals.
- Managing and monitoring efforts to identify areas of improvement in service delivery and to foster/operationalize greater transparency, communication, and collaboration.
- Remaining current on operational best practices and trends as well as state, federal and local laws that directly impact Human Capital and its client base.

ADMINISTRATIVE STAFF ANALYST - 1002E
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- In-depth knowledge of NYC government's rules and regulations. - Knowledge of process improvement practices and data analysis. - Outstanding analytical, critical thinking, organization, and communication skills (written verbal, and visual), including the ability to represent the agency and the Chief Administrative Officer of Human Capital at the most senior levels. - Understanding of citywide programs and familiarity with human resource guidance. - Excellent negotiation and conflict resolution skills. - Advanced knowledge of Microsoft Office Suite (SharePoint, Excel, PowerPoint, Word, Project, Teams). - Ability to work on multiple tasks and assignments while maintaining attention to detail, and the ability to be flexible with changing demands. - Ability to work independently and as part of a team that may include partners in other departments or agencies. - Excellent customer service, communication, leadership and presentation skills and the ability to interact with staff at all levels. - Experience in project management.
