The Team You’ll Work With
The Mayor’s Office, Human Resources, Payroll and Timekeeping Unit seeks a Deputy Director of Payroll & Time Management. The Deputy Director of Payroll & Time Management will be expected to have expertise in Citywide leave regulations and payroll procedures. This position manages a Timekeeping Coordinator and Systems Analyst. The role also oversees payroll functionality and operations alongside the Executive Director of Payroll & Timekeeping.
The Problems You’ll Solve
Some examples of typical responsibilities and duties may include, but are not limited to:
JOB RESPONSIBILITIES:
- Oversee all Timekeeping and Payroll functions.
- Process employee separations.
- Facilitate orientation presentations for new hires.
- Provide guidance to timekeepers on all matters related to time management.
- Perform audits utilizing City Time, CHRMS, and PMS to ensure long-term leaves are processed accurately.
- Prepare managerial lump sums for the Comptroller audit.
- Advise executives, managers, and employees on all current timekeeping regulations and practices.
- Manage CityTime hierarchy, including enrollment, re-enrollment, and deactivation.
- Perform audits utilizing City Time, CHRMS, and PMS to ensure long-term leaves are processed accurately.
- Prepare reports using CHRMS, City Time, and Excel.
- Provide orientation for newly hired and promoted employees.
- Liaise closely with Human Resources to ensure the accuracy of leave.
- Work closely with Payroll on taxable fringe benefits calculations and reporting.
- Coordinate with staff and agency partners on annual leave balance statements, requests for carryover of excess annual leave, compensatory time, and other required documents.
- Ensure compliance with all payroll directives, policies, and procedures issued by the New York City of Payroll Administration, the Comptroller, and Labor Relations.
- Manage staff inquiries and requests pertaining to commuter benefits, health benefits, leave of absence, workers’ compensation, Management Benefits Fund, flexible spending accounts, and all other employee benefits.
- Ensure the accuracy and reporting of retro pay triggers, one-time payments, one-time deductions, and supplemental payroll requests.
- Handle special projects as requested by the CHRO & Executive Director of Payroll.
About You
- You have a Bachelor’s degree or its educational equivalent.
- You have a minimum of 3 years’ experience with city systems (PMS, CityTime, CHRMS, NYCAPS).
- You have a minimum of 3 years of management experience.
- You have excellent computer and data entry skills with working knowledge of MS Word, Excel, PowerPoint, and Outlook.
- You have a strong work ethic and ability to complete tasks in a timely fashion with limited supervision.
- You are extremely detail-oriented and have excellent organizational skills.
- Ability to work well in a fast-paced environment.
- You must work well both in a team setting and independently.
- You have the ability to maintain confidentiality.
- You have excellent customer service skills.
- You can work well under daily deadlines and are able to deal with time-critical/time-sensitive activities.
- You have excellent verbal and written communication skills.

1. Do you have a baccalaureate degree from an accredited college or university?
2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities?
