Job Description

The Department of Probation is seeking to hire a Timekeeping and Leave Management Director who will oversee all agency’s Timekeeping and Leave functions using NYCAPS, PMS, CHRMS and City Time. This position analyzes and understands the activities being performed with respect to timekeeping and NYC agency policy. Strong attention to detail, ability to deal with time critical time-sensitive activities, proficient computer and data entry skills, and excellent written and oral communication skills are essential. This position works in conjunction with the agency’s Payroll and Human Resources Department to ensure that employees are paid accurately and on time.

In addition, the selected candidate will be responsible for directly supervising staff, which includes setting clear expectations and goals for the team; provide vision, inspiration and motivation; provide effective communication to ensure transparency; provide constructive feedback on performance; identify opportunities for skill development and career growth; build a positive team culture; manage employee performance; foster employee well-being and provide ethical leadership.


Under the direction of the Assistant Commissioner of HR with wide latitude for independent decision making, the Director’s responsibilities include, but are not limited to the following:
- Demonstrating a deep knowledge of the City’s timekeeping, leave, and payroll functions.
- Supervising the Leave Administration Unit and Timekeeping Analysts.
- Providing effective leadership and direction to team members and direct reports.
- Performing related assignments and special projects as required by the Assistant Commissioner of HR
- Implementing personnel policies in compliance with citywide regulations.
- Performing research and preparing responses for time and leave inquiries, FOIL and other requests.
- Reviewing, updating and maintaining the agency’s Time & Leave policies.
- Preparing and reviewing reports from New York City Personnel databases including NYCAPS CityTime and CHRMS.
- Reviewing, analyzing, and approving Managerial Separation documents for submission to the Comptroller's Office.
- Processing and managing all special leave of absence requests such as, FMLA, Sick, PFL, PPL, Child Care, Worker’s Compensation, Military, etc. in compliance with current Federal/State/City mandates.
- Ensuring that Worker’s Compensation claims are processed in a timely manner.
- Reviewing and signing off on documents that ensure accuracy and adherence to Citywide Time and Leave and related policies.
- Managing employee annual leave balance statements, processing requests for carryover of excess annual leave.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.


Preferred Skills

Advanced working knowledge of CityTime and NYCAPS. A proficient understanding of DCAS' Personnel Rules and Regulations, including Time and Leave, employee leave benefits such as FMLA and PFL, and the Worker's Compensation process. Excellent organizational and multitasking abilities. Strong communication and interpersonal skills

New York City residency is generally required within 90 days of appointment.
