Division/Program Summary Description:
The Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) BCAARE serves in a pivotal role for the department to engage and support community action during a time when all New Yorkers are struggling to recuperate, recover, and remain resilient in the ongoing health crises facing the city. BCAARE’s approach is to learn from community members’ experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings. BCAARE is organized into five main units including Local Services Planning
Position Summary:
The Senior Planning Analyst supports a variety of planning activities including analyzing and commenting on proposed legislation and regulations on behalf of BCAARE, developing planning and policy recommendations, and managing ad hoc planning/policy/research projects. The Senior Planning Analyst will manage the Planning and Policy Analyst and supervise Planning interns.
Job Duties and Responsibilities:
- Lead the development of the Division’s annual and/or four-year Local Services Plan (LSP) as mandated by the NYS Mental Hygiene Law and develop methods of monitoring and evaluation outcomes for the Bureau.
- Lead collaboration for behavioral health systems planning across the Division by leading meetings, participating in workshops, and managing projects that include various levels of staff including senior leadership.
- Manage the Community Services Board (CSB) and Subcommittees for the Division, including facilitating engagements and evaluations, managing quarterly meetings, member appointments/re-appointments, and communications: and facilitate the process for filing vacancies (as needed) in coordination with Bureaus within the DMHY and the Mayor’s Office of Appointments.
- Facilitate long term planning for all Offices in the Bureau informed by policy in collaboration with the Sr. Planning Analyst, data in collaboration with the Office Data Aggregation, Translation, and Analytics.
- Research and analyze local, state and federal regulations, legislation, budget, and policies, and develop policy recommendations, positions, and public comments on behalf od BCAARE.
- Conduct research and inform the Bureau on emerging trends in the behavioral healthcare system and policies to inform planning work.
- Regularly attend community events, public forums, stakeholder meetings and or/ hold focus groups and/or develop surveys to obtain community input for local services planning in collaboration with Offices in Bureau.
- Conduct research and create/policy briefs, memoranda, and reports for various audiences including the NYC Health Department leadership, City/Partners, service providers and community members at AC Discretion.
- Coordinate with Policy/Policy Analyst and Office of the Assistant Commissioner to inform long-term planning needs.
- Conduct tasks as assigned by AC.
Preferred Skills:
- A Master’s degree in public health, Public Administration, Public Policy, Business Administration, or an equivalent graduate degree.
- 1-3 years of experience in strategic planning, program planning or program coordination.
- Strong project management skills.
- Excellent verbal and written communication skills including strong meeting facilitation skills-strong research, analytical & problem -solving ability.
- Experience in managing multiple projects and function effectively both independently and as part of a team.
- Experience or familiarity with New York’s behavioral healthcare, Medicaid and/or social services systems.
- Ability to work in a very fast paced environment and meet tight deadlines.
- Be highly motivated, and a good team player.
- Solid experience using Microsoft Word, Excel, and PowerPoint.
- Ability to adapt quickly to organizational changes/needs and work effectively with culturally diverse individuals.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
