To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:
Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. The Office of HPD Tech leads the agency’s effort to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work. HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and pro-actively react to building, neighborhood and market conditions.
The Office of HPDTech is composed of 7 units: CIO (Chief Information Office), CTO (Chief Technology Office), CPO (Chief Product Office), Budget, Enterprise Architecture, Planning & Compliance, and Information Security.
Your Impact:
HPD is looking for a self-starting and collaborative Senior Business Analyst to join the HPD Technology team. The Senior Business Analyst will be responsible for engaging with stakeholders of Office of Enforcement and Neighborhood Services (OENS) to understand their business challenges and translate those needs for the development of technology solutions. HPD Technology is responsible for developing and maintaining technology applications that support HPD to provide and preserve quality affordable housing.
HPD Tech is committed to transform HPD through technology by eliminate redundancy, ensuring reliable data, and optimizing process efficiency. Working with the Product Director of Real Time Field Force (RTFF), you will be integral in shaping technology solutions for the business. OENS conducts inspections and emergency repairs, initiates litigation in Housing Court related to housing maintenance code violations and provides outreach and information to property owners and tenants regarding rights and responsibilities related to housing maintenance issues.
Your Role:
The role requires a balance between data savvy and communications finesse to work with the broad spectrum of stakeholders that HPD Tech supports. A firm understanding of the larger business context is also essential as our team plays a key role at the intersection between product development, affordable housing services, and strategy.
Your Responsibilities:
- Business Process Analysis: Develop an in-depth knowledge of business operations of Enforcement and Neighborhood services, document existing business processes and work with stakeholders to design new process that achieves strategic goals. Understand on a broader level how operations between different business units within OENS interact and flow together. Lead technology team discussions concerning business requirements with the tech team and OENS staff on mandated initiatives.
- Business Data Analysis: Develop an in-depth understanding of enterprise data objects and attributes. Work with business stakeholders to define data needs for the creation of data marts for complaints, violations, inspections, and other functional areas of OENS.
- Communication: Represent business stakeholders as a subject matter expert in technical discussions. Must be able to convey requirements to developers, UI/UX, quality assurance testers and information modelers through process flows, user stories, and use cases. Coordinate with other business analysts and project managers to ensure integration of technical solutions.
- Relationship Building: Develop stakeholder relationships across the agency to further business understanding.
- It is required to complete all the incumbent’s duties.
Required Skills:
- 5+ years of experience in gathering requirements, business analysis, use cases and creating functional requirements documents.
- 5+ years of experience coordinating and supporting IT business processes.
- 3+ years of experience in database analysis and validation.
- 3+ Experience writing test cases/perform functional and acceptance testing.

- Strong business acumen to quickly learn new business processes and understand how IT needs to support the business in achieving the goals.

ASSOCIATE STAFF ANALYST - 12627
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
4. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
5.A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.
