Job Description

**This position may be eligible for remote work for up to 2 days per week, pursuant to the Remote Work Pilot Program. **

The Deputy Equal Employment Opportunity (DEEO) Officer will oversee the Office of Diversity, Equity, Inclusion, and Accessibility (DEIA) and will report directly to the Executive Director of Administration, who is also the agency’s EEO Officer. The Office serves two main functions: spearheading the agency’s Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives, and language access compliance as set forth in Local Law 30 of 2017 and any successor Citywide policies. The individual in this role will be responsible for maintaining an equitable work environment for all employees and ensuring the agency is in compliance with all applicable laws and Citywide policies under the individual’s charge. This is a critical leadership role within the agency, focused on advancing diversity, equity, and inclusion efforts across all levels of the organization.
The DEEO will also receive and investigate EEO complaints under the supervision of the EEO Officer. The DEEO will conduct outreach and education to agency staff about equal opportunity and non-discrimination protections available under Federal, State, and Local Laws. The individual in this role will create strategies to enhance diverse hiring and promotion practices at DCWP, as well as develop diversity training programs for the agency. The DEEO will work closely with the Commissioner, First Deputy Commissioner, Chief of Staff, Disciplinary Advocate Officer, and the Director of Human Capital to build and nurture a more inclusive workplace. The DEEO will be responsible for coordinating the agency’s efforts in response to audits from the Federal, State, and Local authorities on EEO and ADA matters.
Responsibilities include, but are not limited to:
- Partner with senior leadership to develop and promote an integrated diversity, equity, inclusion and accessibility strategy, with accountability for the vision, execution, and results, such as increased representation across all levels of the agency;
- Collaborate with Human Capital and division hiring managers to design and deliver innovative, adaptive, and inclusive talent strategies across: Talent Acquisition, Talent Management, Workforce Planning, and Learning and Development;
- Work in partnership with the Disciplinary Advocacy Officer to ensure compliance with all applicable anti- discrimination and harassment laws and protections;
- Manage the agency’s CEEDS reports and generate deep data-driven analyses to drive accelerated cultural and operational change to embed diversity and inclusion best practices into all talent acquisition, retention, reward, and development strategies and outcomes;
- Conduct prompt, thorough, and detailed investigations into all EEO complaints;
- Direct EEO Counselors in the training and development of techniques in conduction of discrimination complaints through interviews and records examination to determine EEO violations;
- Prepare final comprehensive investigative report citing facts and relevant case law, statutes, or regulations where necessary in support of recommendations to be presented to the EEO Officer and the Commissioner;
- Establish a working relationship with the Office of Administrative Trails and Hearings’ Center for Creative Conflict Resolution to coordinate mediation efforts;
- Engage in cooperative dialogues with staff and members of the public as the agency Reasonable Accommodation Coordinator and the American with Disabilities Act Coordinator to provide decisions on requests for accommodations under the supervision of the Executive Director of Administration;
- Contemporaneously update Reasonable Accommodation and EEO complaint information into the Complaint and Accommodations Database;
- Conduct EEO-related training during the onboarding of new staff;
- Work with the Training Liaison in the Human Capital division to ensure compliance with mandated EEO training requirements;
- Maintain regular communication with all staff on a regular basis via newsletters, emails, and trainings to ensure that employees are aware of the EEO policy;
- Update online EEO resources for staff and members of the public to ensure contact information and forms are up to date and easily accessible;
- Prepare Annual and Quarterly agency compliance reports and mandates (FY Annual Diversity Equity and Inclusion plan and quarterly reports, responses to audits).

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.


Preferred Skills

- Hands-on case management experience in an EEO, Labor Relations or disciplinary unit. - Experience supporting compliance-related policies, projects, and initiatives. - Experience creating and analyzing complex data and survey responses to translate metrics, research, and trends into strategy. - Extensive knowledge of the New York City’s EEO Policy. - Working knowledge of city, state, and federal employment discrimination laws and policies. - Strong verbal and written communications skills necessary to explain complex and/or confidential information and communicate with all levels of management. - Ability to interact discretely and effectively with employees, exercising keen use of discretion and confidentiality in all EEO matters. - Demonstrated time management and organizational skills necessary to manage multiple projects, appropriately prioritize workload, plan for resources to meet deadlines and goals, and work independently in day-to-day functional needs. - Current experience in development and use of systems toward efficient and effective tracking, monitoring, and delivery of timely reports to ensure timely compliance with mandated reporting requirements. - Ability to anticipate and identify problems and use sound judgment and fact-based analysis to develop effective and efficient solutions. - Ability to effectively articulate the case for diversity and create commitment to change efforts.

New York City residency is generally required within 90 days of appointment.
