Job Description
The New York City Housing Authority (NYCHA) is the nation’s oldest and largest public housing authority with more than 177,000 apartments, and responsibility for administering a citywide Section 8 leased housing program that serves over 150,000 additional tenants. Reporting to the Director of OMAR, with wide latitude for the exercise of independent judgment and initiative, the responsibilities of the Assistant Director include, but are not limited to the following:
The Assistant Director must be a skilled manager and effective leader and must have developed, through experience, a thorough understanding of the building trades, sequencing repairs, project management, quality control, Department of Labor occupational safety rules and public safety.
Additionally, the Assistant Director should demonstrate an understanding of NYCHA’s policies and procedures, as well as to be an effective communicator and a results-oriented problem solver who leads diverse skilled trades and technical teams.
Primary Responsibilities:
1. Responsible for providing both strategic direction and day-to-day field operations for a new program called Enhanced Oversight Program Plus (EOP+).
2. The Assistant Director will oversee Skilled Trades staff to address mold and leak work orders older than 100 days, and any work order that ages into this category over the period when staff are
on selected EOP+ consolidations. The Team will serve in a blitz model to address large volume of repairs in a limited period of time.
3. Maintain performance standards of Skilled Trades staff. Oversee time and attendance of direct reports and address performance concerns. Train and coach staff and develop performance
standards with subordinates to reach, or exceed, standards on a continuous basis. Initiate any corrective steps to modify or correct performance problems.
4. Diagnose problems in a timely manner, evaluate and develop alternative courses of action with realistic objectives and time frames, and recommend and/or implement effective solutions with
proper documentation of analysis and results.
5. Represent NYCHA in meetings.
6. Prepare reports and presentations for external and internal partners on program progress.
7. Assist Director to interpret policies of the agency and ensure compliance with pertinent permits and regulations.
8. Plan implement, monitor and/or evaluate initiatives crucial to NYCHA’s services to its residents.
9. Manage technical assistance to ensure items are properly tracked, addressed, and dispositioned.

1. Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Housing Superintendent to apply.

ADMINISTRATIVE HOUSING SUPERIN - 10019
1. A four year high school diploma or its educational equivalent, plus eight years of supervisory experience in the operation, repair and maintenance of large tenanted buildings; four years of which must have been in responsible charge of properties
having not less than seven maintenance and operations employees and at least 18 months of which must have been in an administrative capacity; or
2. Education and/or experience which is equivalent to "1" above. However, all candidates must have at least four years of experience in responsible charge of properties having not less than seven maintenance and operations employees, at least 18 months of which must have in an administrative capacity.
1. Property maintenance experience (preferably in public housing) with significant experience as a manager/supervisor. 2. Knowledge of laws and standards that apply to property management, mold assessment and remediation, OSHA Standards, local and state building codes Department of Housing and Urban Development (HUD) rules and regulations applicable to property management. 3. Proficient knowledge of building maintenance, mold assessment and remediation, and indoor environmental quality (lead- based paint, mold, pest, etc.). 4. Demonstrated knowledge of NYCHA’s operation, procedures, equipment, budget development, management and supervision. 5. Working knowledge of generally accepted accounting and budgeting practices excellent planning and organizational skills. 6. Excellent written and oral communication skills attention to detail accurate and capable of creating and delivering persuasive business communications. 7. Experience in sequencing trade repairs and monitoring performance. 8. Strong leadership and staff development skills, ability to perform data analysis, prepare high-quality executive level reports, proficient with computer applications, including the MS Office. 9. Effective problem solver with the ability to negotiate solutions, work well in a fast-paced environment, strong ability to prioritize assignments, maintain professional and positive attitude. 10. Demonstrated accuracy, thoroughness and commitment to quality work. 11. Ability to recognize the nuances of business situations, makes sound business decisions expeditiously, with limited information, address controversial topics with tact and diplomacy maintain consistent overall focus on outcomes. 12. Proven track record of meeting and exceeding goals.
