Job Description
The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The mission of the Professional Standards Division's Compliance Section is to ensure compliance with department policy, New York State and Federal Law as well as adhere to and ensure compliance with federally mandated use of force reporting practices. The Compliance Section strives to create relevant reports and data accessibility resources to ensure Command and Borough/ Bureau level compliance.
The Professional Standards Division, Compliance Section is seeking candidates to fill the position of City Research Scientist Level II. The candidate's responsibilities include, but are not limited to:
Data & Technical Experience:
- Assist senior analyst to maintain division databases and access other department databases to provide the department with data relevant to compliance research metrics through the use of several analytical programs and languages (eg. Cognos, Python and SQL).
- Maintain data dictionaries and other relevant documentation related to data maintained and created by the Compliance Section. Conduct routine data integrity checks on datasets. Identify and report issues and discrepancies in generated data to senior analyst.
- Under direction of senior analyst and higher level staff, conduct data maintenance and design general project automation tools to be used by staff.
- Train staff how to utilize created tools that reference spreadsheets, datasets, tables, charts, and graphics.
- Create and maintain data visualization tools such as Power Bi dashboards.
Report Creation:
- Conduct periodical reports of large sets of data using python to be presented in monthly executive level meetings
- Prepare business needs documents to articulate data and technological needs to executive level staff.
- Create clearly written and effective reports and other analytical products to prepare multimedia presentations to display data and use of force strategy in executive level briefings and conferences.
- Review department forms, arrest reports, Body Worn Camera footage, department policy and NYS Penal Law to conduct thorough investigation of data created to ensure data integrity and adherence to all relevant policies and laws.

HOURS/ SHIFT:
Monday-Friday, hours varied (between 7:00 AM - 6:00 PM)

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Preferred skills include: - Knowledge of Microsoft Office Suite including Excel, Word, Adobe, Access, and Power Point - Experience extracting, cleaning and analyzing very large data sets - Experience with SQL and Python - Experience querying and conducting data analysis using statistical techniques and software. - Experience using relational databases. - Strong organizational, analytic and technical skills.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
