Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The New York City Department of Youth and Community Development (DYCD) supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. Our central task is administering available city, state, and federal funds to a wide range of innovative, practical, and quality programs that positively impact youth and communities. DYCD is the designated Community Action Agency for New York City and administers federal Community Services Block Grant (CSBG) funded programs to assist low-income individuals and families to attain the skills, knowledge, motivation, and opportunities they need to become self-sufficient and productive members of their communities. The Fatherhood Initiative helps fathers reconnect with their children and develop essential parenting skills by helping each participant
(1) increase engagement and responsibility in his relationship with his child/children; and
(2) provide material and financial support to his child/children or
(3) assist fathers in attaining needed benefits and services.

DYCD is seeking a Fatherhood Program Specialist who, under the supervision of the Deputy Director and/or Director, with latitude for the exercise of independent action and decision-making, will manage a portfolio of Fatherhood programs. In addition, the Fatherhood Program Specialist will represent DYCD in the City’s various efforts to promote poverty alleviation, work to enhance DYCD’s profile in the field as a Community Action Agency, and will coordinate campaigns and special events, make public presentations, etc. Program Oversight and Compliance
- Review and approve program plans.
- Conduct desk reviews and/or in-person site visits (may include weekends and evenings in any of the five boroughs of New York City) using DYCDs monitoring tools and share feedback in a timely manner with CBO contract providers.
- Provide technical assistance and direct work improvement or corrective action for underperforming CBO contractors.
- Evaluate contract performance reports and agency fiscal documents to ensure compliance with contract terms.
- Monitor and analyze the long-term performance of programs and prepare periodic reports.
- Provide regular updates to supervisory staff regarding current systems, program objectives, and implementation progress, along with recommendations for enhancing service delivery and workflow.
- Provide technical expertise to contractors in the development stages of their contracts and ongoingly Stakeholder Engagement and Community Outreach Liaise with local community groups, community boards and elected officials offices to raise awareness
- Serve as the agency’s representative at meetings, conferences, public hearings, community events, symposia, etc.
- Support initiatives across the unit, division, and agency, such as public events like street fairs, community forums, meet-and-greet gatherings with CSBG-funded community-based organizations, and the National Night Out Against Crime. This may require availability on weekends and evening.
- Serve as a contact point for borough-based issues on behalf of the Community Development programs and the agency; help address borough and geographical issues and resources needed on behalf of Community Development for Internal and external stakeholders. Meetings, Coordination, and Event Planning
- Coordinate and attend provider meetings to ensure these are well attended and occur on a routine basis (this would include weekends and evenings) and that relevant documentation (e.g. meeting agendas, minutes, etc.) is handled appropriately and in a timely and efficient manner.
- Schedule meetings and arrange meeting locations/times; promote attendance
- Plan and coordinate campaigns and special events. Training, Research, and Technical Support
- Conduct research on the latest trends and best practices in fatherhood.
- Offer technical expertise to practitioners and workgroup participants to enhance their skills in Results Oriented Management and Accountability, as well as ensure they follow established protocols. - Gain proficiency in DYCD CONNECT, DYCD’s innovative web-based program management system, and provide training to Community-Based Organizations (CBOs) on its use. - Prepare standard reports as designated by higher senior management.
- Create summary reports for upper management, including recommendations for enhancing program performance.
- Maintain program goals and benchmarks, while effectively communicating, troubleshooting, and identifying innovative solutions to program challenges.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

1. Knowledge of New York City contracting processes. 2. Must possess strong oral and written communication, organizational and analytical skills. 3. Strong ability to juggle multiple projects and priorities at once. 4. Demonstrated working knowledge of target populations shown through management of relevant programs. 5. Extensive experience in and working knowledge of developing human services programs and program budgets. 6. Computer literate with advanced skills in Microsoft Office: Word, Excel, Power Point and Access.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
