Job Description

The New York City Housing Authority (NYCHA) mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA is the nation’s largest public housing authority, with an operating budget of $3.3 billion and approximately 10,600 employees who manage and maintain 326 developments that house over 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to over 200,000 additional families.

The Abatement Field Manager will report directly to the Assistant Director of Lead Hazard Control Unit in the Healthy Homes Department. Responsibilities include, but are not limited to the following:

1. Oversee NYCHA’s Abatement Inspections to ensure compliance with HUD and Local Law.
2. Plan, manage and implement daily lead abatement inspection schedules.
3. Liaise between Property Management staff, LHCD Construction Project Managers, vendors and consultants across citywide developments to ensure successful attempts and/or completion of
required inspections.
4. Manage Maximo work orders daily for work scheduled for NYCHA inspectors and contractors citywide.
5. Conduct field inspections to ensure lead abatement inspection compliance.
6. Prepare field reports and presentations as assigned.
7. Conduct periodic audits to ensure vendor abatement practices meet quality and regulatory standards.
8. Review daily reports from Field Inspectors and ensure proper escalation to the responsible Project Management staff.
9. Prepare weekly project status reports and submit to the responsible Project Management staff.
10. Visit multiple construction sites to review the status of work; attend job progress meetings as needed.
11. Ensure that the Field Inspectors maintain accurate, complete, and current project records and update project management system accordingly.
12. Monitor contract performance; identifying problems in construction and seek appropriate resolution.
13. Maintain familiarity with applicable building codes and governmental regulations.

ADM INSPECTOR (BUILDINGS) NM - 1007A


Minimum Qualifications

1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or

2. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or

3.Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.


Preferred Skills

1. At least 2 years of supervisory / managerial experience. 2. Experience with environmental hazards in Housing or risk management programs. 3. Experience that demonstrates competency in applying industry standard project management methods. 4. Strong verbal and written communication skills. 5. Ability to analyze significant amounts of information and identify the most important issues. 6. Demonstrated ability to prioritize and successfully carry out multiple assignments and meet deadlines. 7. Strong organizational skills. 8. Strong computer skills and proficiency in Maximo, Oracle, Microsoft Office, Project Management software and Scheduling software. 9. Lead Based Paint Certification(s) for Lead Based-paint Risk Assessor and Lead Abatement Supervisor (or ability to obtain shortly upon employment). 10. Experience conducting physical apartment inspections for public housing and Section 8 programs and performing lead-based paint correction and remediation work for public or private large landlord or contractor. 11. Experience using wireless handheld computer devices to record data. 12. Driver's license valid in the state of New York is required for this position.
