Job Description

Reporting to the Vice President of PHO and the Operations Administrator for Manhattan Property Management or designee.

The Section 8 Skilled Trades Administrator is responsible for overseeing vendor relationships, supervising maintenance and skilled trades teams, and ensuring quality assurance of work performed under a wide range of contracts across Manhattan Section 8 developments. The role requires strong leadership, vendor oversight, and a focus on compliance with performance and safety standards. Knowledge of housing, health, and/or environmental policy is highly desirable.

Under direction, the Section 8 Skilled Trades Administrator performs complex vendor compliance, team supervision, and business performance review tasks related to Section 8/Public Housing quality assurance. Responsibilities include, but are not limited to:

- Supervise assigned maintenance and skilled trades teams, providing direction, oversight, and performance feedback to ensure efficient and high-quality service delivery.
- Monitor Section 8 repair requests throughout Manhattan and ensure timely responses in accordance with agency guidelines.
- Coordinate the completion of repairs and ensure proper close-out of work orders following NYCHA procedures.
- Follow up to confirm that work performed by staff and/or contractors meets agency standards and resolve any deficiencies.
- Oversee and monitor the use of all contract types, including but not limited to requirement contracts (RCs), job order contracts (JOCs), small procurement contracts, task order agreements,
and emergency procurement agreements.
- Ensure that services procured under all contracts are delivered in a timely, cost-effective, and compliant manner.
- Assist in HPD(Housing Preservation and Development) & NSPIRE (National Standards for the Physical Inspection of Real Estate) preparation and inspections, providing technical support and
coordinating timely remediation of deficiencies.
- Conduct regular quality control inspections to assess work performed by both internal teams and external vendors.
- Monitor vendor compliance across all contract types by reviewing performance reports, service logs, invoices, and related documentation.
- Serve as a liaison between Manhattan Section 8 developments, vendors, the Borough Office, and LHD Central Office Operations to ensure seamless coordination and issue resolution.
- Analyze and verify documentation submitted by vendors, including audit reports, corrective actions, and performance data.
- Provide technical guidance and support to vendors for accurate reporting and compliance with federal, state, and city mandates.
- Occasionally perform direct monitoring of vendor performance for high-value or high-visibility contracts.
- Collaborate with contract monitors, site-based managers, and borough leadership to support performance improvement initiatives.
- Participate in strategic planning and interdepartmental coordination to enhance operational efficiency and resident satisfaction.
- May assist with other borough projects and initiatives at the discretion of the Vice President or designee.

ADMINISTRATIVE INSPECTOR (HOUS - 10078


Minimum Qualifications

1. Seven years of full-time, paid experience in the management of the maintenance and repairs of private or public residential, commercial or industrial real estate properties, building construction inspections or field inspections and investigations requiring the gathering and reporting of housing or building data or full journeyman-level experience in the building trades as a mason, carpenter, plasterer, iron worker, plumber, at least 18 months of which must have been in a managerial or administrative capacity; or
2. Five years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus two years of education in an accredited college or technical school in a construction program or education towards a baccalaureate degree in a related field of Engineering, Architecture or Engineering Technology; or
3. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, plus an approved five year apprenticeship in housing inspection; or
4. Completion of three years of apprenticeship in housing inspection, plus either four years of experience as described in "1" above, at least 18
months of which must have been in a managerial or administrative capacity or two years of experience as described in "1"above, at least 18 months of which must have been in a managerial or administrative capacity and two years of education as described in "2" above; or
5. Education and/or experience which is equivalent to "1", "2", "3", or "4" above. All candidates must have at least two years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. Six months of experience will be credited for each year of apprenticeship in the building trades up to a maximum of two years of the general experience.


Preferred Skills

1. Knowledge of Authority policies and procedures, laws and standards pertaining to property management, such as local and state building codes and other municipal regulations Section 8, OSHA, Department of Housing and Urban Development ("HUD") rules and regulations. 2. Ability to read and understand performance management data. 3. Ability to manage relationships, balance competing priorities, and manage both up and down. 4. Ability to use data and metrics to drive decisions and measure performance. 5. Firm working knowledge of Microsoft Office, Word, and Excel. 6. At least 3 years of experience conducting or organizing inspectional work or investigation or performing activities such as inspections, assessments, remediation, or abatement. 7. Experience conducting physical apartment inspections for public housing and Section 8 programs and/or 8. Experience performing lead-based paint correction and remediation work for public or private large landlord or contractor. 9. Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public manage multiple priorities and demands analyze situations and identify problems and offer solutions.
