Job Description

Open to candidates who are permanent in the civil service title of Staff Analyst.

The Office of External Affairs oversees the Bureau of Communications, Intergovernmental Affairs, and OEA Administration. The Office of External Affair's Administration ensures there are sufficient financial resources and staff to perform the Office's mission. The Administration ensures that all Media, Advertisement, and Translation contracts are registered, conduct budget analysis and monitoring, maintains fiscal accountability, and liaises with Human Resources and Payroll Management and IT Services.

The Personnel Coordinator will report to the Executive Director of Administration of the Office of External Affairs. The Personnel Coordinator will liaise with OEA Bureau hiring managers from Communications, Intergovernmental Affairs and Customer Support Services as well as agency bureaus of Human Resources, Payroll Management, IT Services.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

- Perform originator actions in PATS for posting, hiring, recruiting, reviewing resumes and scheduling interviews.
- Prepare new hire onboarding EDB Enrollment, City Time Enrollment Form, workstation assignment (WLCR) and changes
- Work with hiring managers for new hire work start date, work schedule and workstation assignment.
- Liaise with IT request agency iPhones, laptops and submitting tickets for staff IT issues.
- Serve as Travel Desk liaison to prepare travel requests for Deputy Commissioner, Assistant Commissioners, Directors and staff, work with OEA Admin Senior Budget Analyst on funding availability. Liaise with Fiscal on travel receipts submission and reimbursements.
- Liaise with OBA (Office of Budget Administration) on PATS action submissions, MetroCard reimbursement submissions, Miscellaneous Expense submissions
- Liaise with Payroll on City Time Enrollment submissions for new hires, schedule changes
- Fiscal Applications submissions for overtime requests for Cash and Comp Time, Salary Cap Waivers
- Liaise with Central HR - Leave of Absence Requests submissions.

Minimum Qualifications

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.

A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.

A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
