Job Description
This position will be assigned to work at The Mayor's Office of Special Enforcement (OSE). OSE, housed within the Mayor’s Office of Criminal Justice (MOCJ), is responsible for coordinating enforcement efforts across City agencies to address complex quality of life issues, including illegal conversions of residential buildings into hotels, adult use and illegal massage locations, and emerging issues. OSE ensures that these enforcement efforts (including inspections, litigation, outreach, and education) are leveraged across all five boroughs to address dangerous conditions at properties that require a coordinated multi-agency response. OSE staff members include fire prevention inspectors, building inspectors, investigators, deputy sheriffs, and attorneys.
OSE was also designated as the administrating agency for the City’s Short-Term Rental Registration Law (Local Law No. 18 of 2022; “the Registration Law”), which went into effect March 2023, and both requires short-term rental hosts to register with the City and prohibits on-line booking service platforms from processing unregistered transactions.
OSE seeks to hire a Senior Project Manager, under the supervision of MOCJ’s Budget Director and in partnership with OSE’s Executive Director, to oversee the day-to-day functions of OSE’s operating budget, bank accounts, and contracts.
Job Description
The Senior Project Manager performs core budget and duties as assigned by the Budget Director and Executive Director. Job responsibilities include, but are not limited to:
- Working with MOCJ Budget Director and the New York City Office of Management, the Senior Project Manager prepares expense and revenue budgets for OSE to process budget modifications and reviewing contract budgets.
- Overseeing and reconciling OSE’s bank accounts and receiving collections.
- Providing regular reporting to upper management to track progress of spending and project completion. Developing tracking systems and projections that evaluate financial impact to agency operations.
- Leading monitoring efforts of all contracts and grants that are administered by OSE. Duties include coordinating with outside agencies and organizations, tracking of expenditures, and regular reporting to various funding authorities.
- Ensuring that vendors comply with administrative and financial policies and procedures.
- Working with MOCJ fiscal staff to recognize revenue on a timely basis. Managing coordination efforts with MOCJ fiscal staff, the Comptroller, OMB, and other outside entities to facilitate the acceptance of funding and appropriately submitting invoices and payment.
- Developing policies and procedures as necessary. In partnership with MOCJ’s contract team, monitoring OSE’s contracts to assure that each vendor is meeting contractual services and performance goals. Candidates will be expected to have strong organizational skills to track vendor performance over the course of the contract term including, but not limited to, reviewing programmatic and fiscal reports and providing technical support to vendors.
- Participating in the procurement process from inception to contract execution, and post procurement contract management process. This entails assuring adherence to the City’s Procurement Policy Board rules, creating proper documentation, and review and approval of invoices for payments and contract budget modifications processes.
- Managing, editing, and writing briefing reports and performing analysis for internal and external purposes as necessary.
REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
- Proven experience in budget/financial analysis, and financial reporting within a non-profit organization, government agency, or educational institution. - Strong analytical skills and proficiency in financial modeling, budgeting tools, and spreadsheet software (e.g., Excel). - Knowledge of accounting principles, fund accounting, and grant federal and state compliance regulations. - Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse, cross-functional teams and external stakeholders. - Extremely detail-oriented, proactive, and able to work independently or with a team to meet tight deadlines and deliver high-quality results under pressure. - Familiarity with grant management software and/or financial systems is preferred (e.g., NYC Financial Management System, FMS). - Experience in project management, working with federal and state grants, and budget monitoring/administration. - Maintaining an enthusiastic work ethic, in addition to possessing excellent communication and interpersonal skills, which includes being able to work well with others in a diverse team/work environment.
