Job Description
The NYC Department of Transportation’s Analytics, Performance, and Management Unit seeks a data-savvy professional to serve as Deputy Director of Public Data within the Public Data Unit. This unit manages DOT’s 311 services, NYC Open Data program, and plays a key role in the Operational System Enhancement Program (OSEP) an enterprise-wide project to integrate 311 data with DOT’s asset management systems. Public Data ensures that over 270 DOT services are accurately represented in the City’s 311 system and oversees the publication and maintenance of more than 160 public datasets, ensuring compliance with NYC Open Data laws and identifying opportunities to share data with the public.
The Deputy Director will support the unit’s leadership in improving public-facing data services and internal business process flows. The ideal candidate is an experienced data manager with a background in customer service systems (e.g., Microsoft Dynamics 365), open data, and business analysis. This role requires excellent communication and collaboration skills to work with internal stakeholders, city partners, and the public.
Key Responsibilities:
- Supervise two full-time staff and two interns, managing workload, project timelines, and professional development.
- Lead planning and prioritization for projects involving 311 service data, Open Data, and OSEP efforts.
- Collaborate with IT teams, agency leadership, and business owners to identify public-facing data and service needs.
- Gather, document, and analyze requirements for improving datasets and service delivery using tools like Microsoft Power BI and SQL Server.
- Evaluate and enhance agency processes for Open Data compliance and 311 service information.
- Support the testing, quality assurance, and implementation of enhancements to DOT's public data systems.
- Design dashboards and reports to visualize public services and data performance metrics Citywide Performance Reporting Analytics or other business intelligence tools; train end-users as needed.
- Ensure 311 service descriptions and public-facing datasets align with plain language and accessibility standards.

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
- Strong analytical, organizational, and problem-solving skills ability to prioritize tasks effectively and manage competing deadlines. - Experience with Microsoft Dynamics 365 CRM, Microsoft SQL Server, Power BI, and data transfer protocols. - Familiarity with Microsoft Azure, AWS, Oracle OBIEE/OAS, and Socrata. - Proficiency with Microsoft Office, Visio, and Project. - Background in business process modeling, workflow analysis, and functional requirements documentation (BRD, FRD, Use Cases). - Experience across the Software Development Life Cycle (SDLC), including user acceptance testing (UAT). - Ability to interpret and present data in accessible formats for technical and non-technical audiences. - Excellent verbal, written, and interpersonal communication skills, with experience working across levels of seniority.
