Job Description

This vacancy is only open to 1) current permanent city employees serving in the City Planner civil service title or 2) on leave from the title or 3) permanent employees in or on leave from a comparable title or 4) employees who are reachable on the City Planner civil service list (Exam No. 1112) or a comparable civil service list.

NYC Parks is an award-winning City agency that builds and cares for public spaces for New Yorkers to connect, play and enjoy. NYC Parks manages more than 30,000 acres or 14% of the city’s land, encompassing more than 5,000 individual properties. Our diverse set of assets includes recreation and nature centers, historic buildings and structures, athletic fields, playgrounds, sports courts, public pools, performing arts spaces, retaining walls, piers, boardwalks and nearly 14 miles of beaches.

The Environment and Planning division aims to protect, restore, and expand New York City Parks including green spaces and natural areas to maximize their benefits for environmental and community health and resilience. The Planning team is at the forefront of Parks’ open space agenda: communicating agency goals, policies and advancing plans for a vibrant and sustainable park system that meets the recreational, social, and environmental needs of our city. The team is responsible for the Agency’s real estate and land use functions including the acquisition, disposition and preservation of parkland, Uniform Land Use Review Procedure (ULURP), environmental review, and the ownership and management of the Agency’s property records. Additionally, the team develops long-term planning strategies including management of citywide and interagency resiliency and waterfront projects, development of the citywide greenway plan and researching new initiatives.

Major Responsibilities
- Under direction of the Chief of Parklands and Real Estate, with latitude for independent judgment and initiative, assist with the supervision of technical staff: planners, project managers, GIS specialists, and research assistants related to the acquisition of new parkland and the protection of existing park resources.
- Direct staff in the research and preparation of accurate, timely responses to information requests pertaining to the history and jurisdictional status of park property from the Agency's extensive collection of park property information resources and City records.
- Maintain and manage the work stream for the retention of documents and property record management and information request tools.
- Assist with supervision and management of Planning unit staff. Provide guidance and recommendations on staff work products and deliverables.
- Lead and guide parks-related initiatives and plans for the preservation and expansion of the park system. Advance a portfolio of park planning projects, major economic development projects and special initiatives in addition to maintaining general familiarity with all active projects in the Planning unit.
- Coordinate with stakeholders and project partners to foster long-term relationships and support the successful planning and implementation of Parks initiatives.
- Negotiate and advocate on behalf of Parks, ensuring the Agency’s interests are effectively represented and protected across all engagements.
- Serve as a liaison to private developers and City, State and Federal offices on park projects.
- Maintain regular communication and coordination with supervisors, colleagues and other divisions on planning projects.
- Prepare, review, and guide briefing memoranda, strategic planning documents, reports, funding requests and other related documents for complex land use projects.
- Manage consultants working on planning documents, ULURP drawings and environmental assessments.
- Prepare and present high-level maps, graphics and related materials for special initiatives, presentations and master planning documents.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or

2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.

Special Qualification Requirements

Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.

Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.


Preferred Skills

1. A master’s degree in urban planning or related field. 2. Strong interpersonal, writing, communication and negotiation skills and ability to think analytically and strategically. 3. Excellent time management and prioritization capabilities sense of urgency and ability to focus on project deliverables. 4. Supervisory experience. 5. Ability to work in a team environment and communicate and respond to the needs of supervisors, peers and subordinates. 6. Experience with ULURP and CEQR processes. 7. Proficiency with Microsoft Office and mapping and graphics programs. Strong graphics and mapping skills. 8. Valid New York State driver license.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
