Job Description

New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Office of the Chief Operating Officer (COO) is comprised of Human Capital Management (HCM), Information Technology (IT), Support Services, and Geographic Information Systems (GIS). The Office of the COO is focused on implementing agency initiatives and strategies into daily operations to meet agency objectives and goals.
The Geographic Information Systems (GIS) unit produces reliable location-based information through the integration, analysis, and visualization of essential data distributed in the form of maps, datasets, summary metrics, and associated applications.

NYCEM has an exciting opportunity for two motivated Data Analysts to join the Geographic Information Systems (GIS) Division at New York City Emergency Management (NYCEM).

Under the supervision of the Directors of Data Engineering and GIS Data Development, the selected applicant will be a Data Analyst working to improve, analyze, visualize and report on geospatial information to support the work of the agency’s executive, planning, and operations staff. The Analysts will work as part of the Division’s Data Engineering or GIS Data Development teams and will perform data acquisition, QA/QC, data maintenance, and data management tasks. The selected applicant will also make maps and data products in support of preparedness and response operations. In addition, the selected applicant will:

- Analyze and display GIS data using applications including but not limited to: Power BI, Fulcrum, Survey123, Field Maps, Tableau, Microsoft and Adobe products.
- Identify, acquire, integrate, and document citywide data resources from NYC OpenData, geospatial data services, and partner agencies.
- Perform detailed QA/QC on key datasets and maintain data consistency between NYCEM's on-premises and cloud-based environments.
- Create applications, dashboards, and experiences in Esri Enterprise and ArcGIS Online.
- Contribute to the development of automated data pipelines, models, and analytics tools.
- Support GIS staff and agency users with the development and deployment of geospatial data and related tools.
- Fulfill ad hoc requests for maps, rapid data acquisition, geospatial analysis, and reports.
- Assist in the management of the GIS knowledge base, including documentation of Division standard operating procedures for routine and complex incidents

**PLEASE NOTE THE FOLLOWING:

The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

Funding – This position is supported with a federal Urban Area Security Initiative (UASI) grant funding through 8/31/2027 with the possibility of an extension.

Candidates must be authorized to work in the United States without employer support to be eligible for selection.

The selected candidate will be required to be in person in the office location three days per week, with exceptions for extenuating circumstances.

PREFERRED SKILLS

- Experience with Esri cloud (ArcGIS Online) and desktop products (ArcGIS Pro)
- Demonstrated experience working with geospatial data types
- Experience with data analytics scripting languages, including but not limited to Python, R, SQL, or ArcPy
- Demonstrated skills and experience with data development or engineering
- Familiarity with open source platforms, including but not limited to Carto, PostGIS, or GeoPandas
- Familiarity with SharePoint, MS Power Platform, and Microsoft 365 products
- Experience with HTML, CSS, and/or JavaScript is a plus
- Ability to thrive in an agile, fast-paced mapping and data management environment
- Demonstrated experience working with technical and non-technical staff
- Familiarity with NYC data sets and geocoding processes
- Ability to identify the needs of end users and communicate possible solutions to them
- Strong organizational and project management skills
- Ability to handle multiple projects simultaneously under tight deadlines
- Ability to collaborate effectively within a team environment

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.
