SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies and entities.
Within OMB, the Housing Task Force oversees the expense and capital budgets for the Department of Housing Preservation and Development, the New York City Housing Authority, and other smaller entities.
The NYCHA Unit, within the Housing Task Force, provides budgetary oversight for the New York City Housing Authority (NYCHA) and for the City’s unprecedented financial commitments to the Authority. NYCHA provides affordable housing to 520,808 authorized residents in over 177,569 apartments within 335 developments through public housing, Section 8, and PACT/RAD programs. While the City’s commitment to NYCHA continues to grow, NYCHA is still primarily funded through federal appropriations from the US Department of Housing and Urban Development (HUD).
The Unit Head will be responsible for directing policy, fiscal, and administrative analyses of NYCHA. The City’s current planned commitments to NYCHA are unprecedented, and the NYCHA Unit proactively works to provide effective oversight of City dollars flowing to the Authority.
The duties of this position encompass the following activities:
- Review and evaluate on-going agency fiscal requests and proposals and formulate appropriate recommendations.
- Utilize exceptional organizational, research, problem solving, and analytic skills to identify issues and to develop recommendations for resolution or process changes.
- Serve as an effective liaison between OMB, NYCHA senior management, and external stakeholders.
- Supervise a team of four analysts, provide training and guidance to analysts, and handle all personnel matters such as job posting, recruitment, hiring, and ongoing evaluations.
- Direct and coordinate analyses of issues and special projects as required.
QUALIFICATIONS:
- Ability to manage multiple, often competing, priorities.
- Strong background or interest in affordable and/or public housing.
- Strong background in financial management and public policy.
- Excellent oral and written communication skills
- Very strong technical knowledge of Microsoft Excel, Word, Access, and Power Point.
- Excellent interpersonal skills
- Must be able to work nights and weekends as needed.
- The candidate must be a self-starter with the ability to accomplish tasks with little or no supervision.
- The individual must possess exceptional organizational, analytic and interpersonal skills to successfully work independently and as a member of a team.
- A thorough knowledge of Capital and General Fund budgeting is required.
- Experience with the NYC Financial Management System (FMS) and Crystal Reporting competency is preferred.

REQUIREMENTS:
Unit Head ($117,935): Bachelor's degree and a minimum of four years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master's degree in and a minimum of two years of full-time experience in Business, Public Policy Administration, Finance, Economics or a field related to the specific assignment.
