The successful candidate will serve as a Senior Budget Analyst reporting to the Management and Budget division. Responsibilities will include:
- Oversee the OTI expense budget and conduct budget and program analyses as needed.
- Oversee compiling of expense budget new funding requests as well as savings/cost reduction proposals in preparation for financial plan submissions to the Mayor's Office of Management and Budget (OMB) along with any other needed budget exercises.
- Oversee technical budget activities including daily budget modifications requests, daily PS and OTPS reports, variance reports, monthly spending plans and other technical budget functions.
- Provide recommendations regarding funding availability and budget structures required for procurements.
- Regularly update internal databases and procurement tracking systems with status of budget phases.
- Maintain OTIs position schedule to verify the existence of vacancies and funding within the budget structures to support approvals for job postings and submissions to OMB.
- Coordinate budget and financial requests from OTIs divisions while working closely with program areas to provide accurate and timely responses.
- Assist OTIs divisions in preparing budget requests including prioritizing requests.
- Monitor and coordinate with OMB on OTIs Miscellaneous Revenue budget.
- Aid with expense and revenue technical corrections.
- Assist in preparation of operating procedures and templates for grant submissions.
- Liaise with program staff to assist with the preparation of grant applications, budgets, and other required documents.
- Liaise with OMB, Comptroller's Office, City Council, and other oversight bodies as needed.
- Perform other budget analyses and special projects as needed by Senior Staff.
- Handle special projects and initiatives as assigned.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
The successful candidate should possess the following: a bachelor’s degree in a related field experience compiling and analyzing financial data excellent computer, interpersonal, communication, presentation, and organizational skills strong verbal and writing skills ability to make decisions independently and under time constraints demonstrate proficiency in the use of spreadsheet, database, and word processing software. Familiarity with the City’s Financial Management System (FMS2 and FMS3) is a plus, but training will be provided. The candidate will also be expected to be a team player and assist other members of the staff when needed
