Job Description
The Project Management Office (PMO) is responsible for the Fund’s software implementation project. The Fund is currently amid a multi-year, multi-phased rollout of its pension administration system for the Comprehensive Officers Pension System (“COPS”) 2.0 project; this includes both a Line-Of-Business application for the Fund’s staff and a Self-Service portal for the membership which allows members to view retirement benefit information and transact with the Fund online. The Project Management Office also serves the agency’s operational units in providing support and business continuity for special projects.

We are seeking a results-driven PMO Director to lead strategic project delivery across technical and business areas of the Fund. This role is responsible for overseeing the planning, execution, and completion of project initiatives in alignment with the Fund’s priorities. The ideal candidate will demonstrate strong leadership, exceptional communication skills, and the ability to manage complex projects with minimal oversight. Duties and responsibilities include, but are not limited to, the following:

A. Project Lifecycle Management
- Lead end-to-end project activities including design, requirements, testing, training, and delivery
- Coordinate efforts between business subject matter experts (SMEs), system integrators, and Quality Assurance (QA) partners
- Manage Agile and Waterfall development processes, including scope qualification, documentation oversight, and risk reporting
- Ensure timely approvals, issue resolution, and readiness for each project phase
- Drive improvement initiatives using creative collaboration techniques, emerging methodologies, and automation tools.
B. Issue and Change Management
- Oversee identification and resolution of issues during all project phases
- Manage cross-team resources to support issue remediation and retesting
- Lead the Change Request process from intake to production deployment, ensuring stakeholder alignment and prioritization
C. Cross-Functional Integration
- Collaborate with business leads to analyze operational impacts across units and ensure cohesive functional designs
- Facilitate SME engagement in design and testing activities across units
D. Production Management
- Partner with the PPF IT unit and vendors to schedule and deploy production changes
- Prioritize deployments based on business impact and operational readiness
- Manage change orders and product upgrades, including testing, documentation, and reporting
- Coordinate all vendor product upgrades and deployments for testing and production release
E. Project Planning and Performance Management
- Lead scheduling, resource planning, and backlog management in collaboration with project leads
- Monitor project health, generate dashboards, and report on key performance indicators (KPIs) across all phases
- Ensure timely entrance and exit criteria evaluations for each project phase
F. Staff Management and Development
- Direct and manage the PMO team, establishing performance expectations, allocating resources, and tracking outcomes
- Develop team capabilities through mentoring, coaching, feedback, and performance evaluations
- Align team efforts with agency strategy and operational goals
G. Fiscal/Budget Administration
- Develop PMO project budgets and funding requests. Monitor expenditures and report variances to the CSO.
- Develop project vendor requests for proposals (RFPs) and participate in vendor selection.
H. Additional Projects
- Support the Chief Strategy Officer (CSO) with special initiatives and high-priority assignments as needed

Candidates must be permanent or on a viable civil service list in the Computer Systems Manager title to be considered for this position.

Salary: The hiring rate being offered for this position is $100,000. If you possess the preferred skills above, consideration will be given to offer you a maximum annual salary of no more than $120,000. The salary is non-negotiable.

Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.


Preferred Skills

- Experience with Agile and Waterfall development methodologies - Experience with QA testing, JIRA, and Vitech’s V3 pension administration platform - Strong computer skills, including fluency with MS Excel.
