Job Description
MUST BE PERMANENT IN THE TITLE OF ADMINISTRATION STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.
The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory, regulatory and contractual standards.
Within the Office of Quality Assurance & Fiscal Integrity, the Medicaid Quality Control Unit (MAQC) conducts complex internal audits and quality control reviews to identify areas of programmatic deficiencies. The unit analyzes error trends and determines the need for corrective action plans and/or training. MAQC also ensures the Medicaid programs’ continuous adherence to state and federal regulations. State and Federal error rates are based on Medicaid policies and procedures perspectives with accurate and complete error findings.
OQA&FI is recruiting for (1) one Administrative Staff Analyst (NM) II to function as a Director, who will:
- Direct staff conducting audits to ensure suitable staff assignment and appropriate Medicaid programs to be audited. Monitor MAQC staff during the audit process to ensure they report all improprieties in their findings and provide a timetable for project completion.
- Plan and administer the activities of staff responsible for conducting Medicaid audits of MICSA and HCSP and for preparing preliminary reports.
- Maintain control of staffs work performance to ensure adequate eligibility determination and to ensure adherence to agency's mandates. Identify areas of operational and systematic problems to program directors.
- Oversee the analyses of audit findings and the production of statistical reports to identify error trends and make recommendations for corrective actions, training, revision of existing procedures, or development of new Medicaid protocols.
- Work in conjunction with the Assistant Deputy Commissioner in the formulation, planning, development and implementation of corrective action plans aimed at reducing MICSA/HCSP error rates and programs eligibility operational deficiencies.
- Ascertain all external audit documentation requests are provided to external auditors. Finalize responses to external negative audit findings and for defending the decisions rendered by the Medicaid eligibility staff to minimize state and federal audit error rates and achieve a more favorable audit outcome for the programs and the agency.
- Participate in periodic meetings and workgroups with MICSA and HCSP executives to provide feedback and assists in the planning of corrective action; reviews Administrative Directives (ADM), General Information Systems (GIS), Local District Memorandum (LDM) and Medicaid Procedures to ensure state policies and agency procedures are integrated in internal and external audit findings.

ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
