Job Description

About the Office:
The Mayor’s Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies, with partners inside and outside government, to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement, city agencies, non-profits, foundations, and others to implement data-driven strategies that address current crime conditions, prevent offending, and build strong neighborhoods that ensure enduring safety.

About the Role:
Under the direction of the Deputy Agency Chief Contracting Officer, Agency Operations, the Fiscal Analyst with some latitude for independent initiative and decision making, will assist with the management of MOCJ’s administrative budget codes, fiscal certifications, purchasing of goods, payment tracking
- Assist in the development of procurements for goods and services, utilizing expense funds to request fiscal certifications.
- Review procurement documents, covering various methods of procurement, including (but not limited to) micro purchases, small purchases, formal contracts ($100K+), and intergovernmental purchases. verifying descriptions & specifications for accuracy ensuring conformity & oversight compliance; in accordance with the Procurement Policy Board Rules.
- Harness various Citywide procurement-related systems, including Financial Management System (FMS), PASSPort, Small Business Services’ M/WBE Online Directory, DCAS/DMSS Direct Order, Storehouse requisitions for managing procurements.
- Follow-up with vendors on requested documents.
- Ensure invoices are submitted for payment.
- Identify challenges and solutions on procurement matters.
- Review and process travel requests submitted to Fiscal including:
o Cost estimates for travel requests submitted.
o Monitor internal approval status for all pending travel requests.
o Work with travel agent to book travel for approved requests.
o Follow up with travelers for receipts and associated documents.
o Maintain expenses for travel booked and ensure receipts and necessary approvals have been received for all transactions.
- Monitor OTPS expense and revenue accruals on a day-to-day basis.
- Extract procurement request from portal, monitor and update agency tracker daily.
- Assist with operational projects as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

- Self-starter, “can-do” attitude critical thinker with analytical and problem-solving skills. - Excellent organizational, prioritization, and multi-tasking skills with attention to detail. - Strong knowledge of the Procurement and Sourcing Solutions Portal (PASSPort) system, Vendex, the Financial Management System (FMS)

Residency Requirement

New York City residency is generally required within 90 days of appointment.
