Job Description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. Under the supervision of the Director, with latitude for the exercise of independent action and decision-making, the assigned staff member will receive, review, approve and process Discretionary contracts in the sum of $5,000 and greater from subordinate’s. The assigned staff will ensure accuracy and proper processing of contracts to oversight departments. In addition, the assigned staff will review and approve desk reviews and /or site visits completed by his assigned staff. Prepare and input findings on DYCD database and provide a weekly update report to the Director of the unit. Provide assistance to CBO’s that make request or are in need of technical assistance. In addition, provide support and follow up with staff assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

Perform desk reviews and/or in-person site visits (may include weekends and evenings) using DYCD’s monitoring tools and share feedback in a timely manner with CBO contract providers Analyze and evaluate program data using DYCD’s program management systems, contract performance reports as well as agency audits and fiscal documents to ensure contract compliance Review and approve program plans and budgets Provide technical assistance and direct corrective action for underperforming CBO contractors Participate in contract negotiations and ensure the accuracy and proper processing of contracts to oversight departments Provide technical expertise to contractors in the development stages of their contracts and contract/budget modifications or amendments Evaluate contract performance reports make routine summary reports to higher administrative levels along with recommendations to improve contractor performance Make final evaluation of contract performance at expiration of contract Coordinate periodic provider meetings Provide support and follow up as assigned

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
