Job Description

Note: Only those serving in the permanent civil service title of Procurement Analyst will be considered.

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire, life safety and disaster preparedness, along with enforcing public safety codes. Since its inception in 1865, FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Department's core values. The Bureau of Procurement and Fiscal Services mission is to provide comprehensive purchasing and fiscal management for the agency. The services offered by the bureau include procurement administration, grants management, disbursement management, payment review, City tax levy budget coordination, capital project accounting, contracts administration as well as other related activities.
The Fire Department, City of New York (FDNY) seeks a full-time Procurement Analyst in the Bureau of Procurement and Fiscal Services. The successful candidate will process orders from various intergovernmental and requirement contracts such those from the Department of Citywide Service (DCAS), the Office of Technology and Innovation (OTI), NYS Office of General Services (OGS), U.S. General Services Administration (GSA) and well as contracts with other governmental agencies; Ttrack status of documents submitted to OTI and DCAS for processing, follow up with inquiries to OTI and DCAS, Fire Department Units; and resolve related problems. Issue document status reports to bureaus and units. Retrieves data from FDNY tracking system, PASSPort and FMS for the purpose of updating the tracking report and analyzing spending. Posts notices in the City Record for sole source’ procurements. Process Intergovernmental procurement requests against New York State and Federal Government contracts, in accordance with Procurement Policy Board Rules, conducts market research; preparation of agreements; processing of approved documents for registration. Responsible for processing request for new requirement contracts, requisitions for supplies, materials and equipment, and motor vehicles; ensures that submissions include all necessary documentation. Process documentation for orders and payments related to Health & Hospital Corporation funded assets including ambulances and initial outfitting equipment.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
