HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. The Office of HPD Tech leads the agency’s effort to transform HPD through technology by promoting productivity and eliminating manual processing, shrinking costs, and increasing the pace of work. HPD Tech works to improve effectiveness of business processes using core applications for flawless execution. HPD Tech empowers decision makers with access to quality (complete and accurate) information to anticipate and pro-actively react to building, neighborhood and market conditions.

The Office of HPDTech is composed of 9 units: CIO, Budget, Enterprise Architecture, Ideation, Infrastructure Network and Systems, Planning & Compliance, Product Area, Release & Service Management, and Security.

Your Impact:

As the Quality Assurance (QA) Analyst for the Division of HPD TECH, you will report to the HPD Tech Product Director. Through close collaboration with business analysis and technical staff, the QA will ensure the quality of IT applications.

Your Role:

Your role will be to prepare, present, and implement test plans/cases covering both manual and automated testing in accordance with the application business requirements for new and legacy IT applications. The QA will also collaborate with Vendor QA teams for outsourced application development, to review and approve their Test plans/cases and automation scripts and outputs. The QA will ensure compliance by following testing best practices and standards, be accountable for providing scope of work estimates, and provide QA status to the project team.

Your Responsibilities:

- Test Planning and Strategy: Create comprehensive test strategies and plans that define the scope, objectives, testing types, and resources needed for the project. Design and review test cases based on product requirements and functional specifications. Identify potential risks to quality and create mitigation plans. Provide accurate time and resource estimations for testing phases.
- Test Execution: Oversee the execution of tests, including functional, performance, regression, and security testing. Develop, present and implement test plan covering both manual and automated testing in accordance with application business requirements. Track, manage, and escalate defects or issues found during testing. Ensure that they are appropriately logged and followed through to resolution.
- Reporting and Documentation: Prepare detailed reports on test execution, including test results, defect reports, and report on areas that require attention. Maintain up-to-date documentation of test plans, test cases, and test results. Perform root cause analysis on defects and work with the team to resolve the underlying issues. Demonstrated experience successfully leading teams in a dynamic, fast environment, reporting status to higher management, creating defect reports with resolutions and test metrics.
- Collaboration with Development Teams: Collaborate closely with developers to understand application logic and provide feedback during the development cycle. Engage early in the software development life cycle (SDLC) to prevent issues from arising during later stages. Leads testing initiatives with exceptional expertise and maintains a collaborative and positive work environment.
- Stakeholder Communication: Communicate with stakeholders regarding testing progress, issues, and quality status.

Required Skills:
- Minimum of 10 years of experience in software quality assurance, with at least 4 years of recent experience as a QA Test Lead,
- Minimum of 4 Years of experience in leading multiple projects or multiple applications
- Strong knowledge on QA process and procedures
- Able to prioritize and manage multiple projects simultaneously in order to meet deadlines
- Experience in SDLC and Defect Life Cycle.
- Ability to work independently and multi-task.
- Strong verbal and written communication skills.

Preferred Skills:

The successful candidate will demonstrate effective communication and interpersonal skills. Expert knowledge of automated test tools, as well as, working knowledge of a data base query language, Microsoft Word, Excel, Visio, Outlook and Jira is required.
- Experience with Salesforce, Box, Copado or similar technologies
- Experience conducting Load and Performance Testing
- Experience with API and Web Services testing
- Proven experience with QA testing of large scale, multi-tiered, integrated systems.
- Experience with performance test script set up and execution (Load Runner experience preferred).
- Experience with automated testing (UFT/QTP experience preferred).
- Experience with database and white box testing.
- Experience with web based/mobile application testing.
- Experience with Data Migration Testing, ETL, BI Tools and/or Data Warehouse testing.
- Good understanding of SQL Server databases and constructing / executing SQL queries.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to the area(s) required by the particular position; or,
2. Education and/or experience which is equivalent to "1" above.
